Caltrans Prepares for Winter Weather & High-Tidal Flooding

State of California • Department of Transportation
NEWS RELEASE
__________________________________________________________

Date: Tuesday, November 24, 2015
Contact: RocQuel Johnson
Phone: (510) 286-4948 (desk) (510) 501-0446 (cell)

FOR IMMEDIATE RELEASE

CALTRANS PREPARES FOR WINTER WEATHER
AND HIGH-TIDAL FLOODING

This winter, with El Niño in the forecast, is predicted to be one of the wettest seasons in recent years. Caltrans is preparing for this upcoming winter in the San Francisco Bay Area.

Caltrans is cleaning and repairing drains, applying fresh striping on pavement, trimming trees, scaling rocks, clearing turnouts, and ensuring equipment is ready for deployment. The National Oceanic and Atmospheric Administration predicts strong winter weather. Caltrans is stocking extra supplies and equipment, such as sandbags, rockbags, vacuum pumps, and emergency generators.

Throughout the state, Caltrans is in the process of hiring 800 temporary maintenance workers to work on roadways this winter season. Caltrans reminds the public to tarp loads and place litter in appropriate waste bins when traveling throughout California’s highways, as litter can plug storm drains and cause flooding.

In Marin County, high-tidal flooding is expected in late-November, December, and January. Caltrans is partnering with Marin County to keep residents and visitors informed of high tide conditions. Effective November 20, the lower half of the Marin County Manzanita Park & Ride Lot and street parking along the nearby Shoreline Highway are closed and will remain closed when flooding occurs. Signs of the closure will be posted in these areas.

Residents are advised to use 511.org to find alternate routes and the District website for additional park & ride lot locations:
http://www.dot.ca.gov/dist4/highwayops/parkandride/.

Unusually high tides, known as “king tides”, are expected along the California coastline, affecting the counties of Marin and San Mateo.

Caltrans and the California Highway Patrol advise motorists to:
 Plan ahead and check weather and road conditions before traveling.
 Utilize vehicle headlights during weather events: “See and be seen.”
 Reduce vehicle speed on wet surfaces and allow a safe following distance from other vehicles. Rain, oil, and dust equal slippery conditions and traction problems on roads.
 Pay attention to and follow flood warnings and barricades.
 Avoid driving through running or standing water. Avoid hydroplaning. Moving water can carry vehicles away.
 Drive with caution and allow plenty of space for Caltrans workers, CHP and emergency first responders.

Lane Opening on State Route 4 to get Eastbound Commuters Home Faster
New lane added as part of the highway widening project

Contra Costa County - The Highway 4 Project is set to hit another milestone on Saturday November 21 with the opening of one new lane of traffic on East Bound (EB) Highway 4. The additional lane starts at the Loveridge Road overcrossing in Pittsburg, and extends to the A Street undercrossing in Antioch. Commuters will be able to travel EB using the additional lane, adding up to 50% more capacity along this segment. This follows the early November opening of an additional two westbound lanes, doubling the westbound capacity, from A Street to Contra Loma Blvd. The project also includes newly configured on- and off-ramps from the highway to local roads.

Construction on the Contra Loma Boulevard / G Street segment began in March of 2012. The construction budget for this segment was $48.7 million. Of that, $10.8 million was funded by CMIA Proposition 1B, approved by California voters in 2006. The improvements made possible by this bond measure are relieving congestion, facilitating movement of goods, improving air quality and enhancing the safety of the State’s Transportation system.

"The opening of another lane through the Contra Loma and G Street Interchanges brings additional capacity to the Highway 4 corridor, which will help smooth the traffic flow and increase mobility for the residents and businesses in East Contra Costa County,” said Bijan Sartipi, Caltrans District 4 Director.

The EB State Route 4 on ramp from Contra Loma Blvd. is not yet open, but work on this is anticipated to be finished in early 2016, as part of the Lone Tree / A Street interchange project.

Caltrans Completes Construction One Year Ahead of Schedule
Anticipates Opening New Bridge to Traffic
Monday, November 23 at 6:00 PM

NAPA COUNTY – The California Department of Transportation (Caltrans) has completed construction of the new State Route 29 (SR-29)-Troutdale Creek Bridge one year ahead of the original late 2016 completion date and is now anticipating opening the new bridge to traffic on Monday, November 23 at 6:00 PM. The bridge is in northwest Napa County between Calistoga and Middletown.

Temporary Traffic Signal Light Removal-New Approach Lane Configuration
Motorists on SR-29 should drive with caution as crews switch traffic lanes and remove temporary traffic signal lights approaching the new bridge.

Drivers may also encounter intermittent closures and one-way traffic controls prior to the traffic switch and opening of the new bridge. Please #BeWorkZoneAlert.

SR-29 Troutdale Creek Bridge Project
Caltrans started construction of the new Troutdale Creek Bridge in May 2015. The new bridge replaces the existing Troutdale Creek Bridge with wider northbound and southbound SR-29 bridge approaches. The existing bridge was replaced because of years of wear at its base from the Troutdale Creek. The new bridge approaches have also been realigned to conform to the new bridge, and improve sight-lines for motorists.

Surfer’s Beach Construction to Begin (State Route 1) El Granada/Half Moon Bay

San Mateo County- The California Department of Transportation (Caltrans) along with the County of San Mateo will begin a construction project on November 23, 2015, to install Rock Slope Protection along an approximately 175-linear foot section of eroding ocean bluff adjacent to Route 1 at Surfer’s Beach in the City of Half Moon Bay in San Mateo County.

The project also includes paving a 400-foot section of an informal pedestrian trail through Caltrans right-of-way. This trail will connect to the existing California Coastal Trail north and south of the project site as well as a staircase to provide permanent public access to the beach.

The Project’s objective is to reduce erosion and prevent the collapse of the Route 1 highway embankment while also enhancing coastal access and recreation. This project would provide an interim solution to reduce erosion.

Construction activities will be performed during the day between the hours of 7:00 AM to 3:30 PM. Some night work may be required.

Construction signs will be posted to advise the public of construction. Minimal lane closures may take place during construction. Route 1 will not be impacted with any detours. The pedestrian trail will be temporarily detoured.

Final construction for this project will be completed by January, 2016.

NEWS RELEASE

Contact: Shannon Brinias
Phone: (510) 286-5543

FOR IMMEDIATE RELEASE

Southbound I-680 Marina Vista Off-Ramp Now Open in Martinez

Martinez, Contra Costa County – After a five month closure, the Interstate 680 Martinez Marina Vista off-ramp reopened Friday, October 2, 2015, two days earlier than originally planned. The off-ramp had been closed since May 2015 for a rehabilitation project which widened lanes, improved the ramp radius, and added ADA-compliant walkways. This project also created a one-lane emergency access route to connect southbound I-680 with northbound I-680 for usage by emergency vehicles during a seismic event.

“It’s nice to see a project start on time and finish on time,” says Martinez City Manager Rob Braulik. “It’s one of the key entry points into the city, and in particular into the downtown, so having it open will make it much easier for employees, county employees and business employees, who use it to get downtown.” Caltrans worked efficiently in the environmentally-sensitive marsh setting by installing a water bladder system and groundwater filter to prevent contamination of the marsh ecosystem near the Mococo neighborhood.

In the coming days, the temporary signal system and pedestrian signal heads/push buttons at the Arthur Road detour will be removed.
