Oakland, Calif. – The California Department of Transportation (Caltrans) has scheduled work prompting intermittent closures of the State Route 13 (SR-13) northbound on ramp at Moraga Avenue in Oakland in Alameda County December 29 through December 30 from 9:00 AM until 3:00 PM. All scheduled work is weather permitting.

• Some of the work involves excavation, noise and large hauling equipment entering and exiting the project site.

Real McCoy II Ferry Closed For Emergency Repairs
Estimated to be Completed By December 21, 2016 at 12:01AM

SOLANO COUNTY– The California Department of Transportation (Caltrans) has temporarily suspended service of the Real McCoy II Ferry to perform emergency repairs to the boat’s hydraulic system.

The Real McCoy II will be closed Tuesday, December 20. Caltrans is tentatively working to return the boat to service on or before Wednesday, December 22 at 12:01AM.

Caltrans will make an announcement if the repairs can be completed ahead of schedule.

The Real McCoy II also known as the Cache Slough Ferry, provides regular service on State Route 84 between Ryer Island and the city of Rio Vista in Solano County.
The delta region ferry normally runs scheduled crossings every 20 minutes, on the hour, 20 minutes after the hour, and 40 minutes after the hour.

Real McCoy II Ferry Detour
During the service interruption of the Real McCoy Ferry, motorists are advised to use the J-Mack Ferry on State Route 220 or the Miner Slough Bridge on State Route 84 to travel overnight between Ryer Island and Sacramento and Solano counties.

Emergency Closure-Due to Rock Slide
Highway Closed between Vichy and Wooden Valley Road

NAPA COUNTY – State Route 121 (SR-121) in rural Napa County between Vichy and Wooden Valley Road remains closed due to an overnight rock slide.

The highway will remain closed until further notice until Caltrans geologists are able to determine if and when the rocks above the roadway have stabilized.

During the closure, Southbound SR-121 detour is State Route 128 (SR-128) to Silverado Trail. Northbound detour is Silverado Trial to SR-128.

Partial local access is available for residents only.

SR-121 connects communities near Lake Berryessa in rural Napa County with the City of Napa.

Caltrans will make an announcement once additional information is available.

Motorists should expect delays.

The site of this week’s rockslide is not related to a separate closure of SR-121 which occurred last year. This week’s rock slide on SR-121 is approximately four-miles south of last year’s SR-121 washout site where floodwaters undermined the highway. The washout site remains partially open.

SOLANO COUNTY – State Route 113 (SR-113) between Fry Road and Hay Road remains closed due to overnight flooding. The closure is just south of the City of Dixon in unincorporated Solano County.

As of 11:45 AM, the estimated time of reopening is approximately 3:00 PM on Friday, December 16, 2016.

During the closure, traffic is being detoured on local county roads. Detour is Fry Road to Valley Road to Hay Road. Or Hay Road to Valley Road to Fry Road.

Maintenance Work in Caldecott Tunnel on State Route 24 –
December 11 through December 15


Contra Costa County / Alameda County – Caltrans is conducting maintenance work on drainage systems in Bores #1 and #3 of the State Route 24 Caldecott Tunnel between Alameda and Contra Costa Counties. The preventive work requires night closures due to heavy daytime traffic volumes through the tunnel. Information regarding the hours of the closures is as follows:

• State Route 24 (SR-24) westbound will have nightly lane reductions through the Caldecott Tunnel from Sunday December 11 through Tuesday December 13 from 10:00 PM until 4:00 AM. Bore #3 will be closed during this time period, while Bore #4 will remain open to traffic.

• State Route 24 (SR-24) eastbound will have nightly lane reductions through the Caldecott Tunnel from Tuesday December 13 through Thursday December 15 from 10:00 PM until 4:00 AM. Bore #1 will be closed during this time period, while Bore #2 will remain open to traffic.

• All stated closures are weather permitting.

Traffic delays and construction noise may be associated with the closure.

Caltrans Starts Stage 4-101-San Francisquito Creek Bridge

U.S. Route 101 San Francisquito Creek Bridge Project

Caltrans will begin Stage Four construction on the San Francisquito Creek Bridge Replacement Project at the border of San Mateo County and Santa Clara County on U.S. Route 101 in Palo Alto and East Palo Alto.

Beginning mid-December 2016, East Bayshore Road will temporarily re-open to traffic for the holiday season. One-way traffic control will resume in April 2017 to November 2017. This will allow crews to complete construction of the new bridge.

West Bayshore Road will be completely closed between Woodland Avenue and Channing Road, April 2017. This will be in effect until the end of December 2017. There will be no through access to traffic. Residents will continue to have access to their property. This will allow crews to construct the West Bayshore Road Bridge.

Detours and Changeable Message Signs will be in place to help guide motorists through the construction area.

The scheduled completion date is spring 2018 (weather dependent).

NOTE: Residents may notice increased noise from demolition equipment and mandatory backup alarms while the contractor is working in the construction zone.

State Route 1-Tom Lantos (Devil’s Slide) Tunnels
Mandatory Emergency Response Drill-Overnight Tunnel Closures
December 9 at 10:00 PM

SAN MATEO COUNTY – Caltrans will conduct its third annual mandatory emergency response drill at the State Route 1 (SR-1)-Tom Lantos (Devil’s Slide) Tunnels.

The mandatory six-hour emergency response drill begins Friday, December 9 at 10:00PM and concludes Saturday, December 10 at 4:00 AM.

The exercise will take place either rain or shine.

For the safety of crews and the public, all northbound and southbound lanes on SR-1 through the Tom Lantos (Devil’s Slide) Tunnels will be closed during the exercise.

Lantos Tunnel-Detour Routes:
During the tunnel closures, the following detours between Pacifica and Half Moon Bay will be in effect. The California Highway Patrol (CHP) will also help direct motorists:

From Pacifica: North on SR-1 to southbound on Interstate-280 (I-280)
From Half Moon Bay: East on State Route 92 onto northbound I-280

The emergency management exercise will be a coordinated effort including the CHP, San Mateo County Sheriff’s Office, Pacifica Fire and Police Departments, California Office of Emergency Services, Cal-Fire, and other first responders.

During this exercise, there will be fire simulation, crash simulation, and simulated smoke.

Ramp Metering to Start on Northbound I-680 in Fremont
on December 6, 2016

Alameda County – Starting tomorrow, Caltrans (District 4) will begin ramp metering operations on northbound Interstate 680 in Fremont from Auto Mall Parkway/Durham Road to Mission Boulevard (north).

In order to acclimate drivers to the presence of the new meters, the lights will be solid green beginning December 6 from 2:00 PM to 7:00 PM. Beginning December 20, ramp meters will begin full operation Monday through Friday from 2:00 PM to 7:00 PM.

The Ramp Metering Information Line number is (510) 286-4531.

The new ramp metering system is a collaborative effort between Caltrans and the City of Fremont. This I-680 corridor is already metered in the southbound direction during the morning peak hours. The city recently asked Caltrans to implement ramp metering to during evening peak hours in order to discourage freeway traffic from using city streets to bypass congestion.

Newly activated ramp locations are expected to experience delays during the first few days of cycling operation. Caltrans and city staff will monitor the metered ramps and make adjustments as needed.

Pleasant Hill, Calif. – Caltrans is conducting work to resurface the state Right of Way on Contra Costa Boulevard in Pleasant Hill, Contra Costa County. Information regarding the hours of the closures is as follows:

• Three lanes of Contra Costa Boulevard southbound (SB) from Center Avenue to Concord Avenue in Pleasant Hill will be closed and one lane will remain open from December 1 at 9:00 PM until December 2 at 5:00 AM.

• The Interstate 680 SB off ramp at Concord Avenue will be closed from December 1 at 9:00 PM until December 2 at 5:00 AM. Signage will be posted directing motorists to detour to the I-680 SB off ramp at Willow Pass Road.

Watch for New Signal

NAPA COUNTY – Caltrans and its local stakeholders have activated a new traffic signal light on State Route 29 (SR-29) at Grayson Avenue in St. Helena.

The new traffic signal light was activated on Tuesday, November 29, 2016 at approximately 11:00 AM. The signal light was originally scheduled to be activated on November 2 but was postponed because of rain, additional electrical work and testing.

Now that the signal is activated, all motorists, bicyclists and pedestrians are required to make a full and complete stop when approaching a red light.

Motorists, bicyclists and pedestrians are reminded to travel through this intersection near St. Helena High School with extra caution as this is a time of adjustment for everyone. CHP will be patrolling the area.

The new signal light is part of the SR-29 Channelization Project and was completed through a joint effort between the City of St. Helena and Caltrans.

Major construction of the Channelization Project was completed last month. The project rehabilitates the pavement on SR-29 on and near St. Helena, provides a continuous 2-way left turn lane and reconstructs the bike path adjacent to SR-29 near Whitehall Lane.

SOLANO COUNTY – The California Department of Transportation (Caltrans) and its project partner the Solano Transportation Authority (STA) will begin shifting traffic on northbound and southbound Green Valley road at the new Green Valley Road/Interstate 80 (I-80) overcrossing.

This is part of Package 1 of the Interstate 80/Interstate 680/State Route 12 Interchange (I-80/I-680/SR-12) Project in Fairfield.

Southbound Green Valley Road Closed Overnight
For worker and public safety, all lanes of southbound Green Valley Road near I-80 will be closed overnight starting Monday, November 21 at 6:00 PM until Tuesday, November 22 at 5:00 AM. Motorists should use alternate routes and expect delays. Detour signs will be posted.

Westbound I-80 Onramp from Green Valley Road Closed Overnight
The westbound I-80 onramp from Green Valley Road will also be closed starting Monday, November 21 at 6:00 PM until Tuesday, November 22 at 5:00 AM. Detours signs will be posted.

New approach lanes and new elevated I-80 Onramp
The work is needed to permanently align the Green Valley Road traffic lanes with the new Green Valley Road/I-80 overcrossing and open a new elevated onramp to westbound I-80 and westbound SR-12 from northbound and southbound Green Valley Road.

Weeklong Full On-Ramp Closure on State Route 13 Northbound
at Moraga Avenue in Alameda County
November 14 through November 19

Oakland, Calif. – Caltrans will begin a 6-day full on-ramp closure in order to rebuild the ramp roadway pavement as part of the Storm Damage Repair Project on State Route 13 (SR-13) at Moraga Avenue in Alameda County.

The project is located east of the on ramp shoulder of northbound SR-13 (NB SR-13). The purpose of the project is to repair the slope and prevent further slide damage to the hillside. The project includes constructing earth retaining structures with a replanting project to follow construction.

The Moraga Avenue on ramp to SR-13 northbound from Thornhill Drive westbound in the Montclair neighborhood is anticipated to be closed during the following time period:

• Monday November 14 from 12:00 AM until Saturday November 19 at 12:00 PM (6 full days).

Additionally:

• SR-13 NB in the area of Moraga Avenue will be reduced to one lane intermittently from Monday November 14 through Saturday November 19 during the following non-commute hours:
 12:00 AM until 6:00 AM
 9:00 AM until 3:00 PM
 8:00 PM until 11:59 PM.

Detour signs will be in place to redirect motorists towards alternate routes. Construction vehicle traffic and noise may be experienced in and near the construction area and Fernwood Drive.

SOLANO COUNTY– The California Department of Transportation (Caltrans) will temporarily suspend service of the Real McCoy II Ferry to perform overnight preventive maintenance.

The Real McCoy II is scheduled to be closed Thursday, November 10 at 10:00 PM until the morning of Friday, November 11 at 4:00 AM. All work is weather permitting.

The Real McCoy II also known as the Cache Slough Ferry, provides regular service on State Route 84 between Ryer Island and the city of Rio Vista in Solano County.

The delta region ferry normally runs scheduled crossings every 20 minutes, on the hour, 20 minutes after the hour, and 40 minutes after the hour.

During the overnight service interruption of the Real McCoy Ferry, motorists are advised to use the J-Mack Ferry on State Route 220 or the Miner Slough Bridge on State Route 84 to travel overnight between Ryer Island and neighboring communities in Sacramento and Solano counties.

UPDATE: Overnight Connector Closure
Interstate 580 –Interstate 80 Connector in Emeryville
November 3 through November 4

Emeryville, Calif. – Caltrans is conducting work requiring overnight full closure of the Interstate 580 westbound connector to Interstate 80 eastbound in Emeryville in Alameda County to facilitate work on a structure painting project. Details of the closures are as follows:

• The connector from I-580 WB to I-80 EB will be closed to traffic from Thursday November 3 through Friday November 4 from 11:00 PM until 5:00 AM the following day.
• The on ramp to I-580 WB at MacArthur Boulevard will be closed to traffic during the same time period.
• Signage will guide motorists to detour routes around the closures.

This serves as an update to the Traffic Advisory issued on October 24th.

NAPA COUNTY – The California Department of Transportation (Caltrans) has started installing new retro-reflective signs at several locations on State Route 29 (SR-29) in Napa County. The new signs will be located on SR-29 between Trower Avenue and State Route 12 (SR-12).

To ensure worker and public safety, the following highway locations and ramps and will be closed at various dates from 8:00 PM-5:00 AM on northbound SR-29 and 9:00 PM-5:00 AM on southbound SR-29 intermittently through November 21, 2016. Caltrans will make additional announcements for sign work continuing after November 21.

SONOMA COUNTY – The California Department of Transportation (Caltrans) has begun installing new retro-reflective signs at several locations on State Route 12 (SR-12) in Sonoma County. The work started in early October. The next phase begins November 6 and will continue for approximately 1 week.

The new signs are illuminated by motorists’ headlights, making them more visible than traditional signage, and don’t require electricity.

To ensure worker and public safety, the following locations along SR-12 will be closed overnight. Motorists should expect delays:

Westbound SR-12
• Westbound SR-12 between Farmers Lane and Maple/Brookwood Avenue in Santa Rosa will be closed at various dates from Sunday, November 6 until Friday, November 11 starting each night at 11:00 PM until approximately 5:00 AM the following morning.

State Route 29 at Grayson Avenue, St. Helena
Wednesday, November 2, 2016 at 10:30 AM
Watch for New Signal

NAPA COUNTY – Caltrans and its local stakeholders will activate a new traffic signal light on State Route 29 (SR-29) at Grayson Avenue in St. Helena.

The new traffic signal light is scheduled to be activated on Wednesday, November 2, 2016 at 10:30 AM. Once the signal is activated, all motorists, bicyclists and pedestrians will be required to make a full and complete stop when approaching a red light.

Motorists, bicyclists and pedestrians are reminded to travel through this intersection near St. Helena High School with extra caution as this is a time of adjustment for everyone traveling the area.

The California Highway Patrol (CHP) will also have extra patrols in the area after the signal activation.

The new signal light is part of the SR-29 Channelization Project and was completed through a joint effort between the City of St. Helena and Caltrans.

Major construction of the Channelization Project was completed last month. The project rehabilitates the pavement on SR-29 on and near St. Helena, provides a continuous 2-way left turn lane and reconstructs the bike path adjacent to SR-29 near Whitehall Lane.

I-80 Connector to SR-12 Closed Overnight
For worker and public safety, the westbound I-80 connector to westbound SR-12 will be closed overnight Tuesday, October 18 at 10:00 PM until 4:00 AM the following morning.

Overnight Detours from I-80 to SR-12
Motorists traveling westbound I-80 to westbound SR-12 are advised to exit westbound I-80 at Suisun Valley Road, continue westbound on Neitzel Road, left unto Business Center Drive, then left unto Green Valley Road to enter the new W-80/SR-12 Onramp.

Motorists traveling eastbound I-80 to westbound SR-12 are advised to exit Green Valley Road, turn left to northbound Green Valley Road, make a U-turn at Business Center Drive Intersection and enter the new W-80/SR-12 Onramp. Detour signs will be posted. Expect delays.

Entrance to SR-12 from Red Top Road Closed Overnight
Travel onto westbound and eastbound State Route 12 (SR-12) from Red Top Road will also be closed and motorists detoured overnight Tuesday, October 18 and Wednesday, October 19 each night at 8:00 PM until 5:00 AM the following mornings. All work is weather permitting.

Three of five traffic lanes on westbound I-80 will be closed Thursday, October 6 and Friday, October 7 each night starting at 8:00 PM until 5:00 AM the following mornings. The lane closures are scheduled in the three left lanes of westbound I-80.

Marin County/Sonoma County – On Friday night, September 30 through Saturday morning, October 1 Caltrans contractors will perform a traffic switch for the existing lanes in the median along southbound US-101 between San Antonio Road and Kastania Road in Sonoma/Marin County.

Caltrans Bridge Rail Replacement Project in Los Gatos
SR- 17 Full Freeway Closure

Santa Clara County- The California Department of Transportation (Caltrans) is replacing bridge railings at two locations along State Route 9 at (Booker Creek on post mile 3.6 and Highway 9 at (State Route 17) at post mile 11.4. (See Map Below)

The work will involve the removal of bridge railings, metal beam guardrails, saw cutting sidewalk and grinding asphalt both during the day and evening. There will be ramp and freeway closures during this project. Noise is inevitable during this project; however, it will be kept within approved construction standards.

Advance warning changeable message signs will be in place to assist motorists traveling in the area. Motorists are advised to use caution when traveling through the area and please “Slow for the Cone Zone.”

SR-17 Full Freeway Closures Thursday (9/29), Friday (9/30), Saturday (10/1), Tuesday (10/4) and Wednesday (10/5).

Caltrans will alternate between closing the southbound SR-17 and northbound SR-17. Only one side will be closed at a time during construction during the hours of 1:00 a.m. to 4:00 a.m. during the weekdays and 1:00 a.m. to 5:00 a.m. on Saturday.

Scheduled Closure for Emergency Repairs
Starting Tuesday, October 4 until Friday, October 8

SOLANO COUNTY– The California Department of Transportation (Caltrans) has scheduled a four-day closure of the Real McCoy II Ferry to perform emergency repairs to the boat’s hydraulic system.

The Real McCoy II will be closed Tuesday, October 4 at 6:30 AM until Saturday, October 8 at 7:00 PM. All work is weather permitting. Caltrans will make an announcement if the repairs can be completed ahead of schedule.

The Real McCoy II also known as the Cache Slough Ferry, provides regular service on State Route 84 between Ryer Island and the city of Rio Vista in Solano County.

The delta region ferry normally runs scheduled crossings every 20 minutes, on the hour, 20 minutes after the hour, and 40 minutes after the hour.

Real McCoy II Ferry Detour
During the service interruption of the Real McCoy Ferry, motorists are advised to use the J-Mack Ferry on State Route 220 or the Miner Slough Bridge on State Route 84 to travel overnight between Ryer Island and neighboring communities in Sacramento and Solano counties.

Start Monday, October 3 at 11:30PM

NAPA COUNTY – The California Department of Transportation (Caltrans) will perform four consecutive nights of pavement repair work on northbound and southbound State Route 29 (SR-29) in Napa County starting Monday, October 3.

The work will occur on SR-29 between State Route 12 (SR-12) and the State Route 221
(SR-221) interchanges near the Napa County Airport. Crews will be repairing cracks and sealing the roadway in advance of winter driving conditions.

SR-29 Overnight Closure Hours
To ensure worker and public safety, overnight closures of SR-29 will start each night Monday, October 3 until the night of Thursday, October 6 concluding the morning of Friday, October 7. On Monday, Tuesday and Thursday, the work will start at 11:30PM until 4:00AM the following mornings. On Wednesday, October, 5 work is 11:00PM until 4:30AM, Thursday, October 6.

Monday, October 3-Southbound SR-29 will be closed from the junction of Soscol Ferry Road and SR-221 to the junction of Airport Boulevard and SR-12/Jameson Canyon Road.

Tuesday, October 4-Southbound SR-29 from the junction of Airport Boulevard and SR-12/Jameson Canyon Road to South Kelly Road will be closed.

Wednesday, October 5-Northbound SR-29 will be closed from junction of SR-12/Jameson Canyon Road and Airport Boulevard.

Bicyclists May Use Full Lane
Motorists and Bikers Advised to Travel with Caution
During Bridge Construction

SONOMA COUNTY – The California Department of Transportation (Caltrans) has posted “Bicyclists May Use Full Lane” signs on the State Route 12 (SR-12)
Laguna De Santa Rosa Bridge near Sebastopol in Sonoma County.

The signs remind bicyclists and motorists that bicyclists are permitted by law to utilize a full traffic lane when traveling over the SR-12 Laguna De Santa Rosa Bridge.

SR-12 Bridge Construction and Current Conditions
The bridge is currently under construction and is temporarily without shoulders or sidewalks. When bridge construction is complete tentatively in December 2016, new shoulders and sidewalks will be accessible to bicyclists and pedestrians.

No public access- Beneath Bridge or behind safety barriers
No pedestrian or bicycle traffic is allowed beneath the bridge or behind the temporary concrete barriers at any time during bridge construction. Please observe all safety signs and watch for large construction equipment on and beneath the bridge.

SR-12 Laguna De Santa Rosa Bridge Project
Everyone traveling the bridge is advised to travel with caution as Caltrans continues construction of the new bridge which replaced the old SR-12 Laguna De Santa Rosa Bridge at the same site.

The old bridge is being replaced after years of scouring at its base from the Laguna De Santa Rosa Creek. The bridge will remain open during construction which started in spring 2015 and could be tentatively completed in late 2016.

CALTRANS – Hayward Mayor Barbara Halliday will participate in the California Highway Patrol Quarterly Litter Enforcement Day to increase public awareness of the litter pick-up and enforcement efforts on Wednesday, September 21, 2016.

In 2015, 153,000 cubic yards of litter were picked up on the highway system statewide, costing $76.5 million. Caltrans crews in the nine Bay Area counties will pick up litter along Bay Area highways.

Hayward Mayor Barbara Halliday and the CHP Commercial Mobile Road Enforcement units will focus on litter enforcement to educate drivers to tarp loads.

Caltrans will work at locations around the Bay Area, including the following:


Alameda County: I-880 between Washington exit and Marina Blvd exit.

Contra Costa County: SR-4 between the Morello exit and Pachecho exit

Toll Bridges: Bay Bridge, San Mateo Bridge, Dumbarton Bridge, and the Richmond Bridge.

Specialty Regions: Devil’s Slide Tunnels and the Caldecott Tunnel.

RIBBON CUTTING CELEBRATES NEW I-80 SMART CORRIDOR
Project Brings Innovation and Technology Improvements to East Bay Area

ALAMEDA COUNTY/CONTRA COSTA COUNTY – The I-80 SMART Corridor Project has officially completed activation, marked by a ribbon cutting celebration in Emeryville today. This new integrated network brings technologically advanced tools, state-of-the-art signage and active traffic management to enhance safety and optimize operations of one of the most-heavily traveled corridors in Northern California.

“This project brings enhanced safety and freeway optimization to the 270,000 daily motorists in a corridor that badly needed help,” said Caltrans Director Malcolm Dougherty. “We did it using technology and collaboration, without adding more lanes of pavement and through project partnership, all while remaining under budget.”

Elements of the SMART Corridor, an Intelligent Transportation System (ITS), started to come online in July, with other elements phased in over the intervening weeks. The corridor between the Carquinez Bridge and the San Francisco-Oakland Bay Bridge is ranked one of the 10 worst commutes in the state, with an average of 25 lane-blocking collisions/incidents weekly.

“Today is a great day for celebrating sustainable solutions to transportation problems. Seeking innovative advances and turning to technology to optimize freeway performance are the best ways now to bring safety, mobility and travel time reliability for users. Everyone traveling I-80 between the Carquinez Bridge in Crockett and the Bay Bridge benefits,” continued Dougherty. “The partnerships that brought this project to fruition serve as a model for expanding on SMART Corridors in the future.”

Caltrans’ project partners are the United States Department of Transportation Federal Highway Administration, Alameda County Transportation Commission, Contra Costa Transportation Commission and West Contra Costa County Transportation Advisory Committee.

During this multi-year project, 159 new electronic signs were installed, with the ability to display variable graphical symbol messages to give emergency responders faster access routes and guide motorists and transit through areas of incident-related congestion. Adaptive ramp meters were activated at 43 ramps within the 20-mile corridor.

System monitoring is centralized at the Caltrans Coastal Transportation Management Center in Oakland, where data and information is shared with local municipalities around-the-clock. Incident Management includes freeway lane management and response plans encompassing the state highways and local roads. Studies are planned to examine ramp metering effectiveness and corridor performance measures.

The project utilizes the most up-to-date energy-efficient LED sign technology. By focusing on energy sustainability, project designers reduced maintenance needs and energy consumption.

The project also brought $20 million in improvements to State Route 123/San Pablo Avenue. Updating signal lights with new systems to allow for centralized control gives traffic managers the ability to “flush” the system during a collision-caused congestion crisis, giving better throughput for the overall corridor.

“We can’t build more freeways, but we can use technology to help us improve safety, the flow of traffic and empower travelers to make informed decisions,” said Contra Costa Transportation Authority Vice-Chairand Richmond Mayor Tom Butt. “Richmond is right at the center of dealing with regional transportation issues and is a key hub bisected by two major interstates and transcontinental rail lines. Along with launching ferry service from Richmond next year, we are very proud of this innovative solution to help drivers spend less time stuck in their cars.”

The $79 million project received $65 million from Proposition 1B, a 2006 voter-approved transportation bond. To date, more than $19 billion in Proposition 1B funds have been used statewide for transportation purposes. The project was also funded by local voter-approved sales tax dollars from Measure B in Alameda County and Measure J in Contra Costa County.

“By making I-80 smarter, we are making it work better for everyone — commuters, goods movement, transit, carpools, and local road users,” said Alameda CTC Chair Rebecca Kaplan. “The commitment of local voters who passed both the Alameda and Contra Costa County sales tax measures, as well as the state bonds in 2006, is what made this critical work possible. We are proud to work together to bring these solutions to our communities to make sure people can reliably get where they need to go — to work, to education or to families.”

Crockett/Vallejo, Calif. – Caltrans is conducting work for a project to resurface Interstate 80 (I-80) across the Carquinez and Zampa Bridges between Crockett in Contra Costa County and Vallejo in Solano County.

The following closures will impact I-80 eastbound and westbound across the Carquinez and Zampa Bridges nightly:

• I-80 EB and WB will have lane reductions from Thursday September 8 at 8:00 PM until Friday September 9 at 5:00 AM.

• I-80 WB will have lane reductions from Friday September 9 at 8:00 PM until Saturday September 10 at 10:00 AM. Note: I-80 EB will have lane reductions due to a separate maintenance project within these same hours.

• I-80 EB and WB will have nightly lane reductions from Monday September 12 through Friday September 16 from 8:00 PM until 5:00 AM the following day.

State Route 160-Isleton Bridge
Full Daytime Closure- Electrical Work
September 12 and 13, 2016
SACRAMENTO COUNTY – The California Department of Transportation (Caltrans) will perform major electrical work on the Isleton Bridge on State Route 160 (SR-160) in Sacramento County.

During the work, crews will be installing new energy-efficient LED roadway lighting on the bridge.
To ensure public and worker safety, a full closure will be in effect on northbound and southbound SR-160 on the Isleton Bridge. Closures are scheduled Monday, September 12 and Tuesday, September 13 starting at 9:30 AM until 2:30 PM each day.

Motorists traveling northbound and southbound on SR-160 onto the Isleton Bridge will be detoured onto local county roads through the town of Walnut Grove. Detour signs will be posted. All work is weather permitting.

Nighttime Lane/Ramp Closures Scheduled for Interstate 80
Carquinez Bridge and Toll Booth Lanes – September 9-10

Crockett/Vallejo, Calif. – Caltrans is conducting work to repair asphalt at the Carquinez Bridge Toll Plaza on Interstate 80 (I-80) overnight during the weekend of September 9-10.

The following closures will impact I-80 eastbound across the Carquinez Bridge from Friday September 9 at 10:00 PM until Saturday September 10 at 6:00 AM:

• I-80 eastbound (EB) will be reduced to 2 lanes across the Carquinez Bridge during the closure hours.

• Up to 7 lanes approaching the I-80 Toll Plaza in Vallejo in Solano County will be closed during the hours listed above.

• The I-80 eastbound on ramp at Pomona Street in Crockett will be closed for the same time period. Eastbound motorists may detour to Cummings Skyway.

Commercial and private vehicles with oversize loads should consider taking alternate routes, such as using State Route 4 to Interstate 680 and crossing over the Benicia-Martinez Bridge.

State Route 29-Napa Valley Channelization Project Complete
Bringing Increased Safety

NAPA COUNTY — Caltrans joined the Napa Valley Transportation Authority (NVTA), Napa County, the city of St. Helena, and the Napa Valley Wine Train today for a ribbon cutting celebration for the $16.7 million State Route 29-Channelization Project, which brings multiple safety improvements for this vital Napa Valley artery.

The project widened SR-29 between Mee Lane in Napa County and Charter Oak Avenue in the city of St. Helena. It also rehabilitated the pavement, widened the highway shoulders to standard width and constructed a new two-way left turn lane. These improvements now make it safer and more convenient for motorists entering and exiting nearby businesses, homes and tourist destinations. It also improves the Highway 29 intersection at Whitehall Lane which makes it safer for motorists and train traffic, as well as for the cyclists who now have a dedicated bike path.

“This $16.7 million investment in our infrastructure is money well spent,” said Caltrans District Director Bijan Sartipi. “Residents, businesses, and Napa Valley visitors will now benefit from improved safety and shorter travel times.”

The project also benefitted from collaborative innovation which Caltrans and its contractor San Rafael based Ghilotti Brothers Inc. implemented during construction, which started in June 2015.

“Our construction team was also able to decrease the use of temporary concrete barriers and temporary paving,” noted Sartipi. “This improved access to businesses during construction and reduced construction time.”

With this innovation, Caltrans and its project partners worked together to deliver these improvements to the public. It’s a culmination of several years of partnering and planning.

“It’s been incredible to see such an impressive display of collaboration across all levels of government for such a sustained period of time on this crucial project,” said Rep. Mike Thompson. “As a lifelong St. Helena resident and one of the approximate 22,000 drivers who travel on Highway 29 every day, I join our entire county in looking forward to seeing
construction completed and traffic conditions improve.”

“We appreciate the patience of our county residents during construction. It’s been a long process to bring this project to completion,” said Napa County Supervisor Diane Dillon. “But these major improvements will benefit the upper Napa Valley and the entire region for many years to come.”

Peter White, Napa Valley Transportation Authority Chair said, “This project has truly been decades in the making. The county worked in partnership with Caltrans and several other agencies from the start with planning all the way through construction. So it is satisfying to see the direct benefits to our county residents and region.”

Alan Galbraith, Mayor of St. Helena said, “I want to thank Caltrans and everyone who worked on this very important project. Residents of St. Helena have been waiting awhile to see these improvements, and now that they’re here, travel through our region will be much safer with reduced traffic back-ups.”

Morning Closure for Cable Replacement
Sunday, August 28, 2016 starting at 6:30 AM

SOLANO COUNTY – The California Department of Transportation (Caltrans) will temporarily close the J-Mack Ferry in the Delta to replace the main underwater cable which the ferry runs on across Steamboat Slough between Ryer Island in Solano County and Sacramento County.

The J-Mack is scheduled to close starting Sunday, August 28 at 6:30 AM until 10:00 AM that same morning.

The J-Mack Ferry provides around the clock service on State Route 220.
During the closure, motorists are advised to use the Real McCoy Ferry, also known as the Cache Slough Ferry along State Route 84.

New Connector Opens Saturday, August 27, 2016

SOLANO COUNTY – The California Department of Transportation (Caltrans) and its project partner the Solano Transportation Authority (STA) are scheduled to open the new westbound Interstate 80 (I-80) to westbound State Route 12 (SR-12) connector Saturday, August 27. As part of the project, the new westbound I-80 onramp from Green Valley Road will also be opened.

Westbound I-80 Overnight Lane/Ramp Closures
In preparation of the openings, overnight intermittent lane closures will be in effect on westbound I-80 between Suisun Valley Road and Red Top Road on Wednesday, August 24, Thursday, August 25, Friday, August 26 and the morning of Saturday, August 27. Intermittent closures on the westbound I-80 onramp from Green Valley Road will also be in effect.

The lane closures are scheduled each night Wednesday and Thursday starting at 7:00PM until 6:00AM. Friday starting at 8:00PM until 8:00AM the following morning.

Crews will shift traffic on westbound I-80 approaching the new WB I-80 to WB SR-12 connector structure. Once the traffic shift on I-80 is completed, the new connector will be opened to traffic in the early morning of Saturday, August 27.

Westbound I-80-Overnight Intermittent Highway Closure
Wednesday, August 24 until morning of Saturday, August 27
All lanes of westbound I-80 approaching the SR-12 Interchange will be closed intermittently on Friday, August 26 starting at 8:00PM until 6:00AM Saturday, August 27. On Friday night, during the actual shifting of lanes, there will be a complete traffic stop between 11:00PM and 12:01AM Saturday which will last approximately 15-20 minutes. Motorists are advised to avoid westbound I-80 at Green Valley Road and use alternative routes.

Northbound I-680 to Westbound I-80 Connector
Overnight Closure and Detours
Wednesday, August 24 until morning of Saturday, August 27
The northbound I-680 to westbound I-80 connector will be closed nightly from 7:00 PM to 5:00 AM the following mornings. Motorists will be detoured onto the Gold Hill Road offramp, then turn left to Gold Hill Road, then right to Lopes Road, then left to Red Top Road, then left onto the westbound I-80 onramp.

Wednesday, August 24 until morning of Saturday, August 27
The westbound I-80 onramp from Green Valley Road will be closed nightly starting at 11:00PM until 6:00AM the following mornings. Motorists will be detoured onto the new Green Valley overcrossing towards Lopes Road, then right to Red Top Road, then left onto westbound I-80.

The westbound I-80 to westbound SR-12 Napa Connector will be closed nights starting at 10:00 PM until 6:00 AM the following mornings. Motorists will be detoured onto the Red Top Road offramp, then turn left to Red Top Road, then left to westbound SR-12.

Eastbound I-80 to Southbound I-680 Connector
Overnight Closure and Detours
Thursday, August 25 until morning of Saturday, August 27
The eastbound I-80 to southbound I-680 connector will be closed nightly starting at 7:00 PM until 5:00 AM the following mornings. Motorists will be detoured onto southbound Lopes Road, then turn left to Gold Hill Road then enter the Southbound I-6780 onramp.

Motorists are advised to expect delays and drive with caution as the new lane configurations on westbound I-80 at Green Valley Road go into effect. All work is weather permitting.

The overnight closures will allow crews to prepare for the opening of the new westbound I-80 to westbound SR-12 connector.

During overnight work this week, crews will remove and reposition approximately 5,000 feet of concrete safety barriers along westbound I-80, restripe westbound I-80 lanes approaching the new I-80/SR-12 Interchange and install new reflective highway markers.
