FOR IMMEDIATE RELEASE

Interstate 580 Scofield Avenue and Western Drive

Bridge Decks Replacement Project

Traffic Shift Planned for Eastbound Interstate 580

Contra Costa County – Tomorrow, September 26, and Friday, September 27, from 6 a.m. to 6 p.m., Caltrans will close the far right lane of three lanes of westbound Interstate 580 just east of the Richmond-San Rafael Toll Plaza. This closure is necessary in order to build the foundation for a new overhead sign.  Cash lane drivers will merge left to the center lane, since the far right lane will be closed. Please be alert for construction workers during this lane closure.

Ongoing Construction
On Wednesday night, October 2, Caltrans will shift traffic for eastbound Interstate 580 just east of the Richmond-San Rafael Bridge. Eastbound traffic will be moved to a split traffic configuration, with one left lane, one right lane, and construction taking place in an island between the lanes. With this lane configuration, it is imperative that drivers slow down and observe the construction speed limit of 45 MPH.  The California Highway Patrol will be on site to enforce this speed limit and to maintain safety for motorists and construction workers.

In general, after the traffic shift, the left eastbound lane will be closed on Sunday night from 10 p.m. to 6 a.m., and Monday through Thursday nights from 7 p.m. to 6 a.m. The eastbound Western Drive on-ramp will be closed Sunday night through Thursday night, from 8 p.m. to 5 a.m. Detour: during eastbound Western Drive ramp closures, motorists will travel westbound across the Richmond-San Rafael bridge, exit at San Quentin, cross under the freeway and take the eastbound I-580 on-ramp.

Note: this ramp closure will not affect motorists traveling through the construction zone from Contra Costa County westbound across the Richmond-San Rafael Bridge, or motorists travelling eastbound from Marin County.

This is an active construction site and the 45 MPH speed zone will be enforced by the California Highway Patrol. Drive cautiously through the construction zone and leave a safe traveling distance between your vehicle and the vehicle ahead of you.  Please remember to “Slow for the Cone Zone.”

Petaluma, Sonoma County – Wednesday morning, September 25, at approximately 5 a.m., Caltrans will open the new diagonal on-ramp from westbound E. Washington Street to northbound U.S. 101. To complete this work, the northbound U.S. 101 E. Washington Street loop on-ramp and off-ramp will be closed Tuesday night, September 24, from 10 p.m. to 5 a.m. In addition, one lane will be closed in each direction on E. Washington Street Tuesday night, September 24, from 8 p.m. to 5 a.m.

Opening the new northbound on-ramp will require a change in driving patterns for motorists.

Changes to Westbound E. Washington Street
  • Lanes will be restriped into a new configuration with two left lanes crossing over U.S. 101, one bike lane, and on the far right, a lane that leads to the northbound on-ramp.
  • Motorists will no longer turn left at the intersection to reach the northbound loop on-ramp. Instead, motorists will merge right to use the northbound U.S. 101 on-ramp.
  • When turning onto westbound E. Washington Street from N. McDowell Boulevard or S. McDowell Boulevard, motorists must merge right to enter the new northbound U.S. 101 on-ramp. The existing left turn pocket from westbound E. Washington Street to the northbound U.S. 101 on-ramp will be eliminated.
  • The left turn pockets from east bound E. Washington Street to northbound N. McDowell Boulevard will be lengthened to increase storage capacity.
  • Pedestrians will continue to use the sidewalk on the south side of E. Washington Street, as there is no sidewalk on the north side of E. Washington Street.

There will not be any change to travel on eastbound E. Washington Street to northbound U.S. 101.  Drivers will continue to merge right and use the loop on-ramp to reach northbound U.S. 101.

While motorists adjust to the new lane configuration, please drive cautiously through the construction zone and leave a safe traveling distance between your vehicle and the vehicle ahead of you.  Construction is expected to continue for several more months, so please “Slow for the Cone Zone.”

After the new northbound ramp is opened, Caltrans will work on reconfiguring the northbound off-ramp to E. Washington Street.  Work will also continue on the south bound on-ramp.  Ultimately, E. Washington Street will receive an asphalt concrete overlay and new striping from the northbound off ramp to McDowell Boulevard

LITTER CLEAN-UP AND ENFORCEMENT DAY

Tuesday, September 17th, 2013

“Don’t Trash California”

Caltrans and CHP increase awareness

(OAKLAND)- Caltrans and the CHP are teaming up to increase awareness of litter clean-up and enforcement efforts on Tuesday, September 17th, 2013. The day-long joint-agency effort starts in the morning with highway message signs throughout the Bay Area reminding everyone:  “Don’t Trash California”.

Orange litter bags will be piled-up at various locations along our highways with media ride-along opportunities available with CHP and Caltrans crews.

Caltrans maintenance crews throughout the nine Bay Area counties will focus their efforts throughout the day on cleaning-up litter left alongside the highways. CHP will focus on vehicle enforcement and reminds drivers that law enforcement throughout the Bay Area will be on the lookout for litterers.

“The CHP and Caltrans have worked together in committing resources and personnel towards targeting commercial and private vehicles which violate litter laws,” said CHP Lieutenant, Tim Westcott. “Our role is to provide enforcement efforts focused on uncovered loads, improperly maintained equipment, and material being spilled or thrown onto the roadway.”

“Caltrans and the CHP hope this Tuesday’s event will raise awareness among all drivers that litter is not only unsightly, it’s not safe and it costs taxpayers a lot of money,” said Caltrans District 4 Director Bijan Sartipi. “Last year, Caltrans spent about $50 million statewide cleaning up litter. Crews also collected enough trash to fill more than 8,000 garbage trucks.”

Caltrans and CHP will be at some of these and other locations throughout the Bay Area:
San Francisco/Daly City (8:30 a.m. until 11a.m.)
Northbound and Southbound Highway 101 Sierra Point to Candlestick
Eastbound and Southbound Highway 380 between Millbrae and Daly City

**Castro Valley/East Bay (starting at around 12 p.m.)
Northbound Highway 238 under the I-580 Overcrossing
Photo-Opportunities-large stockpile of orange trash bags picked up during the event

San Leandro/East Bay (9:30 a.m. until 1 p.m.)
Northbound and Southbound I-880 between Washington and Davis

Benicia (10 a.m. until 1 p.m.)
I-680 at Lake Herman to I-780 at South Hampton both directions

San Jose (9 a.m. until 2 p.m.)
Highway 87 Northbound and Southbound between Curtner Road and Julian

Full Ramp Metering Activated Westbound/Southbound on Highway 4 and Highway 242 in Concord

FOR IMMEDIATE RELEASE

Full Ramp Metering Activated Westbound/Southbound on Highway 4 and Highway 242 in Concord

Contra Costa County—Caltrans today announced it has activated full ramp metering operations in the the westbound/southbound direction of Highway 4 and Highway 242 in Concord.  This ambitious project is part of the Metropolitan Transportation Commission’s Freeway Performance Initiative, aimed at maximizing the capacity of existing roadway by targeting congestion during commute hours.  “ Metering lights improve safety by controlling the flow of merging vehicles,” said Caltrans District 4 Director Bijan Sartipi. “When merging-related accidents are reduced, travel time improves for everyone.”

The ramp meters installed as part of this project are state-of-the-art meters that can adapt to current traffic conditions.  These meters will automatically adjust the green rate on the meters based on traffic flows both at on-ramps and on the highways themselves.  This innovative ramp metering system is a collaborative effort among Caltrans, the Contra Costa Transportation Authority and the Metropolitan Transportation Commission to facilitate faster and more reliable travel time along this busy corridor.

“ Ramp meters are a key part of MTC’s Freeway Performance Initiative, which is designed to deliver maximum performance from our existing freeway network, “ explained MTC Chair and Orinda Mayor Amy Rein Worth. “We’ve already seen the dramatic improvements in drivers’ travel times made by the activation of ramp meters along U.S. 101 in San Mateo County and Interstate 580 in Alameda County. It is great to see these low-cost, high-yield improvements coming for our commuters in Contra Costa County, too. “

Caltrans deployed “Metering Begins” signs along Highway 4 from Solano Way to Railroad Avenue and on Highway 242 from Clayton Road to Port Chicago Highway. All 23 meters on these stretches of highway were set to “green” on September 9, 2013 during the morning  (6:00 am to 10:00 am) in the westbound/southbound direction and evening (3:00 pm to 7:00 pm) in northbound/eastbound direction to give drivers a chance to get used to the new system.

Full ramp metering begins on September 17, 2013 in the westbound/southbound direction of Highway 4 and Highway 242.  Metering lights in the eastbound/northbound direction will go live on September 24, 2013.

As has been common throughout the state, newly activated ramp locations will experience some delays during the first few days of operation as drivers adjust to the meters.  Caltrans staff will monitor the metered on-ramps and make adjustments to fine-tune the metering operations.

Drivers who want to obtain more information can call the Ramp Metering Information Line number at 510-286-4531.
