Nighttime Roadway Work (November 12- November 17)

 State Route 24/Caldecott Tunnel

Plan for Delays

(Alameda and Contra Costa Counties) -
Oakland - In preparation for the opening of the new Caldecott Fourth Bore, the California Department of Transportation (Caltrans) will be implementing the following closures, as listed below.  Roadway work entails restriping and pavement marking changes. Motorists are advised to expect delays.
Please note that work schedule is weather dependent, and subject to change.
Nighttime Roadway Work:

Wednesday, November 13

-          The westbound Fish Ranch Road on-ramp and westbound Caldecott Lane Off-ramp will be closed from 9 p.m. – 5 a.m.
-          There will be one bore (only) open in each direction between the hours of 10 p.m. – 4 a.m.

Beginning Thursday Night and Continuing for Approximately One Week, or Longer:

-          In addition to the closures listed above, the Fish Ranch Road Westbound On-Ramp will be closed to reconstruct it at a higher elevation for its new merge onto westbound State Route 24.  Detour signs will be posted directing motorists to eastbound State Route 24 (Wilder Ranch) for westbound access.  This work is weather-dependent and the schedule is subject to change.

Other Motorist Information:

-          Fire drills of the Fourth Bore’s Fire &Life Safety System will continue during the week.
-          The drills entail realistic emergency scenarios in the Fourth Bore (and Third Bore during a nighttime closure).
-          The drills are being performed to test the tunnel’s fire-and-life-safety and traffic control systems.  These drills also provide first responders and Caltrans tunnel operators with the ability to test emergency response procedures and plans.  Caltrans and the State Fire
Marshal, the California Highway Patrol (CHP), the Moraga Orinda Fire District, the Oakland Fire District, and other local and regional jurisdictions are participating in the drills.
-          Motorists may see flashing lights and fire trucks near the Fourth Bore during the drills
-          Motorists should not be alarmed and are asked to please stay focused on traffic

Weekend Work:

Nightly 8:30 p.m. – 10:30 a.m.

Roadway work at the Caldecott Tunnel will be performed in two phases and longer-than-usual nighttime closures are required to successfully complete them.

This work entails restriping to accommodate the new tunnel and the realignment of the approach to the middle bore (bore #2) to permanently accommodate eastbound traffic, as well as the realignment and straightening of the approach to bore #3.

What Motorists Can Expect Over the Weekend:

-          The first phase of work will entail shifting traffic to the south to restripe approaches to the northern bores.

-          When this work has been completed, traffic will be shifted to the north to facilitate the restriping of approaches to bores #1 and #2.

-          Motorists should expect 20-30 minute delays during this period. Motorists are advised to allow extra travel time.

-          The work schedule is weather dependent, and subject to change.

-          Orange safety cones will delineate closures.  Motorists are urged to “follow the cones” and drive with additional caution during these closures.  Workers will be within close proximity, and on foot, throughout the work area during these closures.

The $417 million Caldecott Fourth Bore Project is currently under construction in Alameda and Contra Costa Counties.  The purpose of the Fourth Bore is to alleviate traffic congestion in the off-peak direction, and to add greater predictability and reliability for motorists.  The new tunnel features state-of-the-art fire and life safety systems that are integrated with a new Operations & Maintenance Control (OMC) building, which will serve as the nerve center for the four Caldecott Tunnels when the Fourth Bore opens to traffic later this month.

Bridge Decks Replacement Project

Eastbound Lane and Ramp Closures Continue Next Thursday, October 24

Contra Costa County – Eastbound lane and ramp closures continue for the Interstate 580 construction project east of the Richmond-San Rafael Bridge.

·         On Thursday, October 24th, Caltrans will close one eastbound lane from 8 p.m. to 6 a.m.
·         The eastbound on-ramp from Western Drive to Interstate 580 will also be closed from 8 p.m. to 5 a.m.

On Thursday night, October 24, Caltrans will shift eastbound lanes to the left side of the Scofield Avenue Bridge, and lanes will no longer be in a split traffic configuration..  Construction will take place on the right side of the bridge. Bridge deck construction is expected to be complete in December 2013. Depending on weather conditions, some paving may remain to be completed next spring.

Eastbound traffic is currently in a split traffic configuration, with one left lane, one right lane, and construction taking place in an island between the lanes. Caltrans has observed that during the day, some drivers are confused about the eastbound lane configuration. Please be aware that when both lanes are open, either lane will take motorists through the construction zone. They will remain on eastbound I-580. Due to narrower lanes and concrete barriers on both sides of the lane, drivers are slowing down in the construction site. Please allow at least an additional 20 minutes for the eastbound afternoon commute.

This is an active construction site and the 45 MPH speed zone will be enforced by the California Highway Patrol. Drive cautiously through the construction zone and leave a safe traveling distance between your vehicle and the vehicle ahead of you.  Please remember to “Slow for the Cone Zone.”
