Structure Rehabilitation Project
Continuation of Full Freeway Closures Interstate 580/80

ALAMEDA, CA – The California Department of Transportation (Caltrans) will continue full nighttime closures from westbound Interstate 80 to eastbound Interstate 580, and westbound Interstate 580 to eastbound Interstate 80 connectors. Construction will be ongoing until the end of August. These closures are necessary to repair the damaged bridge deck and place a concrete overlay over all lanes of the distribution structure.

Construction on westbound Interstate 80 to Eastbound Interstate 580 connector will be from May 27 through June 28, 2014 (Full Closure). Construction on westbound Interstate 580 to eastbound Interstate 80 connector will be from June 3 through June 31, 2014

Westbound Interstate 580 to Eastbound Interstate 80
Westbound Interstate 80 to Eastbound Interstate 580:
·         Tuesday night until Friday morning: 11:00 PM - 5:00 AM
·         Saturday night/Sunday morning: 12:01AM-7:00AM

Full Closure Detour
Detour for westbound Interstate 580 to Eastbound Interstate 80 motorist will continue to westbound Interstate 80 towards San Francisco, take “PARKING LOT EXIT ONLY” exit on the left to the Toll Plaza parking lot, and merge onto eastbound Interstate 80.

Detour for Interstate 580 west MacArthur on-ramp traffic will turn right on San Pablo Avenue (alternatively turn right on Hollis St), turn left on Powell St and merge onto Interstate 80 east.

Detour for westbound Interstate 80 motorist will continue to Interstate 880 south, exit at the West Grand Avenue off-ramp, turn right on West Grand Avenue and merge to Interstate 580 east Maritime/West Grand on-ramp.

Detour for Interstate 580 east MacArthur off-ramp traffic will take the next exit to Webster St.

Motorists should expect delays during full freeway closure hours and are advised to use alternative routes if possible. Additional project information will be regularly updated on Twitter,  Facebook, and our project  webpage.

Contra Costa County – Lane closures resume tonight for the Interstate 580 construction project just east of the Richmond-San Rafael Bridge. The project is expected to be finished by mid-June. The contractor is currently completing final items and will have periodic night time closures. Lane closures will be as needed.

·         In general, until mid-June, Caltrans will close one westbound lane Monday night through Friday night, from 7 p.m. to 5 a.m.

·         In general, until mid-June, Caltrans will close one eastbound lane Monday night through Friday night, from 8 p.m. to 5 a.m.

·         Note: one eastbound lane at the Richmond-San Rafael bridge will be closed, Monday through Friday, from 8:30 p.m. to 4 a.m., to move scaffolding.  This work will continue until mid-June.

·         During these closures, motorists should expect travel delay and allow additional time to reach their destination.

This is an active construction site and the 45 MPH speed zone will be enforced by the California Highway Patrol. Drive cautiously through the construction zone and leave a safe traveling distance between your vehicle and the vehicle ahead of you and “Slow for the Cone Zone.”

·         Friday night, November 1, Caltrans will close one eastbound lane from 8 p.m. to 8 a.m.
·         In general, during November, eastbound lane closures will continue as necessary Monday night, through Thursday night, from 8 p.m. to 6 a.m., and Friday night, from 8 p.m. to 6 a.m.

Eastbound Lane and Ramp Closures Continue Next Thursday, October 24


Contra Costa County – Eastbound lane and ramp closures continue for the Interstate 580 construction project east of the Richmond-San Rafael Bridge.

·         On Thursday, October 24th, Caltrans will close one eastbound lane from 8 p.m. to 6 a.m.
·         The eastbound on-ramp from Western Drive to Interstate 580 will also be closed from 8 p.m. to 5 a.m.

On Thursday night, October 24, Caltrans will shift eastbound lanes to the left side of the Scofield Avenue Bridge, and lanes will no longer be in a split traffic configuration..  Construction will take place on the right side of the bridge. Bridge deck construction is expected to be complete in December 2013. Depending on weather conditions, some paving may remain to be completed next spring.

Eastbound traffic is currently in a split traffic configuration, with one left lane, one right lane, and construction taking place in an island between the lanes. Caltrans has observed that during the day, some drivers are confused about the eastbound lane configuration. Please be aware that when both lanes are open, either lane will take motorists through the construction zone. They will remain on eastbound I-580. Due to narrower lanes and concrete barriers on both sides of the lane, drivers are slowing down in the construction site. Please allow at least an additional 20 minutes for the eastbound afternoon commute.

Eastbound Lane  and Ramp Closures Continue


Contra Costa County – Eastbound lane and ramp closures continue for the Interstate 580 construction project east of the Richmond-San Rafael Bridge.

·      Tonight, Friday, October 11th, Caltrans will close one eastbound lane from 8 p.m. to 8 a.m.
·      The eastbound on-ramp from Western Drive to Interstate 580 will also be closed from 8 p.m. to 5 a.m.

Eastbound traffic is in a split traffic configuration, with one left lane, one right lane, and construction taking place in an island between the lanes. Due to this lane configuration, during construction, the left eastbound lane and eastbound Western Drive on-ramp will be closed to allow for staging of equipment, materials, and workers.  Those closures are essential for the safety of construction workers and the travelling public.

Closures for one eastbound lane and the eastbound Western Drive on-ramp will continue next week according to the following schedule:

·      Eastbound I-580 lane: Monday through Thursday night, from 8 p.m. to 6 a.m.
·      Eastbound Western Drive on-ramp: Monday through Thursday, from 8 p.m. to 5 a.m.

Caltrans has observed that during the day, some drivers are confused about the eastbound lane configuration. Please be aware that when both lanes are open, either lane will take motorists through the construction zone. They will remain on eastbound I-580. Traffic Shift Planned for Eastbound Interstate 580


Contra Costa County – Tomorrow, September 26, and Friday, September 27, from 6 a.m. to 6 p.m., Caltrans will close the far right lane of three lanes of westbound Interstate 580 just east of the Richmond-San Rafael Toll Plaza. This closure is necessary in order to build the foundation for a new overhead sign.  Cash lane drivers will merge left to the center lane, since the far right lane will be closed. Please be alert for construction workers during this lane closure.

Ongoing Construction
On Wednesday night, October 2, Caltrans will shift traffic for eastbound Interstate 580 just east of the Richmond-San Rafael Bridge. Eastbound traffic will be moved to a split traffic configuration, with one left lane, one right lane, and construction taking place in an island between the lanes. With this lane configuration, it is imperative that drivers slow down and observe the construction speed limit of 45 MPH.  The California Highway Patrol will be on site to enforce this speed limit and to maintain safety for motorists and construction workers.

In general, after the traffic shift, the left eastbound lane will be closed on Sunday night from 10 p.m. to 6 a.m., and Monday through Thursday nights from 7 p.m. to 6 a.m. The eastbound Western Drive on-ramp will be closed Sunday night through Thursday night, from 8 p.m. to 5 a.m. Detour: during eastbound Western Drive ramp closures, motorists will travel westbound across the Richmond-San Rafael bridge, exit at San Quentin, cross under the freeway and take the eastbound I-580 on-ramp.

Note: this ramp closure will not affect motorists traveling through the construction zone from Contra Costa County westbound across the Richmond-San Rafael Bridge, or motorists travelling eastbound from Marin County.

Lanes Opening for New Westbound Bridge Decks


Contra Costa County – Today Caltrans opened two lanes of westbound Interstate 580 traffic and moved westbound traffic to the new bridge decks over Scofield Avenue and Western Drive.  Tonight, August 14, the contractor will continue paving and plans to open a third lane by 6 a.m. Thursday morning.  If work is not complete tomorrow morning, the third westbound lane will open on Friday morning, August 16.

One westbound lane will be closed tonight for construction activities, from 9 p.m. to 6 a.m. In general, motorists can expect night time lane closures in the westbound direction from 9 p.m. to 6 a.m. and in the eastbound direction from 7 p.m. to 6 a.m., as the contractor works on various construction activities.  One lane in each direction will remain open at all times. In addition, the bicycle shuttle will remain in operation from 7 a.m. to 7 p.m.

The eastbound Western Drive on-ramp is expected to open by mid-September.  Until then, the bike path detour for smaller vehicles will remain open from 5:30 a.m. to 9:30 p.m.

Work will now begin on the eastbound Scofield Avenue bridge deck. This is an active construction site and the 45 MPH speed zone will be enforced by the California Highway Patrol. Message Line Added for Public Outreach


Contra Costa County – Construction continues for the Interstate 580 Scofield Avenue and Western Drive Bridge Decks Replacement Project. Lane closures are scheduled for westbound and eastbound Interstate 580, in the vicinity of the Richmond-San Rafael Bridge Toll Plaza. At least one lane in each direction will remain open at all times. Drivers should expect delays and allow extra time in their daily commute.


  • Tonight Caltrans will restripe the westbound lanes so that the three lanes are merged to two lanes prior to the westbound I-580 Richmond Parkway on-ramp. The restriping should help with merging at the Richmond Parkway on-ramp.

  • In general, at night, due to construction activities, lanes will be reduced to one lane. If you are travelling on eastbound I-580, week night closures begin at 7 p.m. If you are travelling westbound, week night closures begin at 9 p.m.

·         In early May there will be structural work as well as roadway excavation as Caltrans begins to build the crossover in the median.

·         The long term, 90-day closure of the eastbound Western Drive on-ramp will begin in June 2013.  There will be brief closures prior to that date when the contractor is working in the area.  However, they intend to use a flagger and allow vehicles through the work area, when possible.


This work is weather dependent.  If it is delayed due to weather conditions, work will be rescheduled. Please drive cautiously through the construction zone and leave a safe traveling distance between your vehicle and the vehicle ahead of you.  Please remember to “Slow for the Cone Zone.”

Caltrans plans to begin replacement of the westbound bridge decks in early June 2013. During construction of the westbound bridge decks, the eastbound Western Drive on-ramp will be closed for approximately 90 days. Passenger vehicles that are 3/4 ton or less will use the existing bicycle facility that runs underneath I-580.  During the hours between 5:30 a.m. and 9:30 p.m., there will be a flagger at the entrance of the bicycle path, and a pilot vehicle will lead vehicles to eastbound I-580.  The pilot vehicle will then return to the entrance to the bike facility where the flagger is stationed.  Larger vehicles and trucks, however, will travel westbound across the Richmond-San Rafael bridge, exit at the San Quentin interchange, turn left at the end of the off-ramp, and turn left at the on-ramp to eastbound I-580.  The detour across the bridge and back is about 9 miles long, and the extra travel time will be about 10 minutes, regardless of the time of day. 

Caltrans plans additional outreach to the Point Molate Community Advisory Committee, the Point Richmond Neighborhood Council, and residents on Western Drive.

Construction Begins Tonight


Contra Costa County – Construction is beginning for the Interstate 580 Scofield Avenue and Western Drive Bridge Decks Replacement Project. For the next few weeks, lane closures are scheduled for westbound and eastbound Interstate 580, in the vicinity of the Richmond-San Rafael Bridge Toll Plaza. At least one lane in each direction will remain open at all times. Drivers should expect delays and allow extra time in their daily commute.

·         Tonight, April 10, from 7 p.m. to 6 a.m., Caltrans will restripe lanes for eastbound I-580, just east of the Richmond-San Rafael Bridge, from Western Drive to Canal Blvd. In addition, from 8 p.m. to 5 a.m., there will be brief closures of the eastbound I-580 Western Drive on-ramp. A flagger will direct traffic during these temporary on-ramp closures.

·         Sunday, April 14, from 9 a.m. to 9 p.m. Caltrans will pave the shoulder of westbound I-580, between the Castro Street on-ramp and the Western Drive Undercrossing. From 9 p.m. to 6 a.m., there will be various lane closures while Westbound I-580 is restriped.  Note: When this work is completed, westbound I-580 traffic will be reduced from three lanes to two lanes, between the Castro Street on-ramp and the Western Drive Undercrossing. The right lane will remain the cash lane for the toll plaza. FasTrak and carpools should take the left lane.

·         Tuesday night, April 16, k-rail will be installed on the shoulder of eastbound I-580, and the eastbound I-580 bike lane will be closed. Phone numbers will be posted at the construction site for a free shuttle service to transport bicyclists through the construction zone.

·         Wednesday night, April 17, and Thursday evening, April 18, from 9 p.m. to 6 a.m., k-rail will be installed on the shoulder of westbound I-580. The westbound bike lane will be closed the evening of April 17. Phone numbers will be posted at the construction site for a free shuttle service to transport bicyclists through the construction zone.
