FOR IMMEDIATE RELEASE

U.S. Route 101 in San Mateo County Ramp Meters to go Green November 4, 2014
Watch For New Signals at On-Ramps

San Mateo County – The California Department of Transportation (Caltrans) will activate northbound ramp metering on U.S. Route 101 in San Mateo County beginning November 4, 2014.

What is Ramp Metering?
Ramp metering is a traffic management strategy using traffic signals and accompanying equipment and techniques to improve flow on the freeway system. It is intended to improve the safety of vehicle merging.

Motorists at newly activated ramp locations may experience operational delays during the first few days of operation. Caltrans staff will monitor the metered locations and make adjustments, and then fine tune the metering operations.

Northbound Activation
Meters at 18 on-ramps will be activated on northbound U.S. 101 between U.S. Route 92 in San Mateo and the San Mateo/San Francisco County line.
 Beginning Tuesday, November 4, 2014, on-ramp meters will be set to solid green during commute times to alert drivers to the new driving condition.
 On Wednesday, November 12, 2014 on-ramp meters will start cycling through red and green during Northbound PM peak time from 3:00 p.m. to 8:00 p.m.
 On Tuesday, November 18 2014, ramp meters will start cycling during Northbound AM peak time from 6:00 a.m. to 10:00 a.m.

Drivers entering U.S. Route 101 where on-ramp meters are activated should stop at red and wait until the metering light turns green to enter U.S. Route 101. Caltrans will monitor traffic conditions and operate ramp meters as appropriate.

Additional Information: All on-ramps will operate at “1 car per green” except for two
freeway to freeway connector ramps which will meter and operate at “2 cars per green”.

The two freeway connectors are the Westbound State Route 92 to Northbound U.S
Route 101 Connector, and Eastbound I-380 to Northbound U.S. Route 101 Connector.

First Phase of Key Commuter Corridor Widening Project Complete Wider State Route 84 Eases Local and Regional Congestion

ALAMEDA COUNTY – Caltrans, the city of Livermore and the Alameda County Transportation Commission today celebrated the completion of the first phase of the State Route 84 widening project that will ease congestion on the important commuter artery between Interstates 680 and 580.

“Caltrans is working to improve transportation infrastructure across California, which benefits everyone due to reduced travel time, cost and pollution,” said Caltrans Director Malcolm Dougherty. “With this project, the public can see their taxpayer dollars being put to good use and can anticipate less time stuck in traffic.”

The $36.5 million project widened sections of State Route 84 in Livermore from two to four lanes north of Concannon Boulevard to Stanley Boulevard and from four to six lanes from Stanley Boulevard to Jack London Boulevard. State Route 84 plays a major role for local commuters within the region, serving as a regional connection between I-680 and I-580, and the new additional capacity will alleviate some of the existing congestion along the route. The additional lanes also aim to improve local traffic circulation by attracting traffic currently using local streets back onto SR-84.

“Caltrans and the Alameda County Transportation Commission have partnered to provide congestion relief to motorists who travel along State Route 84 and to the community of Livermore,” said Bijan Sartipi, Caltrans District 4 Director. “Providing congestion relief and improving the quality of life is what our partnership is all about.”

The second phase of the project, just south of the first, will involve widening from two lanes to four on a 2.4 mile section of SR-84 from Concannon Boulevard to Ruby Hill Drive. Construction is scheduled to begin fall 2015 and continue through 2017.

“This project is a great example of inter-agency collaboration and coordination that delivers key transportation projects to reduce congestion and improve mobility in the Tri-Valley and throughout Alameda County,” said Supervisor Scott Haggerty, Chair of the Alameda County Transportation Commission. “Alameda CTC partnered with Caltrans and the City of Livermore to manage this project, which was funded by Alameda County’s Measure B sales tax funds as well as state bond funds and local contributions.”

Over 40 percent of the $36.5 million project’s funding – $16 million – comes from
Proposition 1B, the 2006 voter-approved transportation bond. Since its passage, more
than $17 billion in Proposition 1B funds have been put to work statewide for
transportation purposes.

SOLANO COUNTY – The California Department of Transportation (Caltrans), and its project partner the Solano Transportation Authority (STA) are continuing work on the Interstate-80/Interstate-680/Highway 12 Interchange Project in Fairfield.

For the week of October 14, crews will perform daytime pile-driving, column rebar installation, and erosion control installation near eastbound and westbound I-80 at the Green Valley Road exit. Material delivery and flagging operations will continue until the project is completed in late 2015.

In the meantime, motorists may encounter intermittent daytime alternating lane closures on the eastbound and westbound approaches to the Green Valley Road/I-80 overcrossing. Motorists should watch for flaggers and expect delays.

Construction will proceed as weather allows into November 2014, then increase again in spring 2015. During heavy construction, motorists should consider alternate routes.

Southbound Green Valley Rd/Lopes Rd (I-80 overcrossing)-Alternate route:
Motorists heading southbound on Green Valley Road/Lopes Road are advised to use eastbound Business Center Drive, to southbound Suisun Valley Road, then southbound Central Way, then eastbound Old Cordelia Road, then southbound Lopes Road.

I-80/I-680/Highway-12 Project Improvements:
A new Green Valley Road overcrossing will be constructed above I-80. The new overcrossing will have twice the number of lanes (4) as the existing overcrossing (2), along with a new on ramp to westbound I-80/Highway-12. The connector ramp from westbound I-80 to Highway-12 also will be widened from one lane to two lanes.

The San Francisco-Oakland Bay Bridge Celebrates the First of
150 Years of Service

Oakland—This weekend marks the one-year anniversary of the San Francisco-Oakland Bay Bridge’s opening. Since last Labor Day, nearly 100 million vehicles have crossed the bridge. This structure is not only a major corridor in the Bay Area but one of the most seismically advanced bridges in the world.

“The recent Napa earthquake is a reminder of why we built this unique  structure that dramatically improves safety for all motorists,” said Caltrans Director Malcolm Dougherty.

The Bay Bridge is just one of thousands of structures in Caltrans’ Seismic Retrofit Program. Initiated after the Loma Prieta and Northridge earthquakes, the program has retrofitted or replaced more than 2,200 existing bridges statewide.

The Bay Bridge east span was built to withstand a major seismic event that occurs once-every-1,500 years. It is also designed to be quickly reopened to traffic following a catastrophic earthquake. Although it appears artfully designed from the outside, the bridge interior contains innovative seismic technology including hinge pipe beams and shear keys that allow movement but keep the bridge operational during an earthquake. As a result of this strength and durability, the Bay Bridge is designated as an emergency lifeline route to be used in disaster response activities.

Crews have already begun to carefully dismantle the old east span section-by-section, in roughly the reverse order of how it was built in the mid-1930s. Work is well underway on the first phase of demolition – removing the east and west halves of the original bridge’s cantilever section – leaving an 800-foot gap. The removal of the old bridge is scheduled to be completed by spring 2016.

The bridge is not only an improvement for motorists but for pedestrians and cyclists as well. Once the demolition of the old span is complete, the path will be extended to Yerba Buena Island. Final completion is expected by fall 2015.

At 2,047 feet long and 258.33 feet wide, the new east span of the Bay  Bridge is the longest single-tower, self-anchored suspension span bridge in the world. It is also the world’s widest bridge, supporting 10 lanes of traffic.
