U.S. Highway 101 Managed Lanes, Caltrans Release Final Environmental Impact Report Nov 28, 2018

State of California • Department of Transportation

NEWS RELEASE

Date: November 28, 2018
District: 04 Oakland
Contact: Jeff Weiss
jeffrey.weiss@dot.ca.gov
Phone: (510) 286-5543

FOR IMMEDIATE RELEASE

Caltrans Releases Final Environmental Impact Report/
Environmental Assessment with Finding of No Significant Impact
For U.S. Highway 101 Managed Lanes Project

Final Report Available Online

SAN MATEO COUNTY - The California Department of Transportation (Caltrans) released the Final Environmental Impact Report/Environmental Assessment (FEIR/EA) with a Finding of No Significant Impact for the San Mateo Highway 101 Managed Lanes Project, approving the project to build new 16-mile express lanes on Highway 101 between Interstate 380 in San Bruno and Whipple Avenue in Redwood City. The new express lanes will connect to an eight-mile stretch of carpool lanes that extend from Whipple Avenue to San Antonio Road in Palo Alto. As part of the project, Caltrans will convert the carpool lanes into express lanes, creating two 22-mile express lanes in each direction from Interstate 380 to San Antonio Road.

“The completion of the Environmental Impact Report marks a significant development in the progress of this project,” said Caltrans District Director Tony Tavares. “An approved environmental document means Caltrans is much closer to its goal of bringing congestion relief to Highway 101 on the Peninsula.”

Caltrans prepared the FEIR/EA to examine the potential environmental impacts of the U.S. Highway 101 Managed Lanes Project.

The document provides information about the purpose of the project, alternatives considered, impacts on the environment, and measures taken to avoid and minimize impacts. It also contains responses to comments received on the Draft Environmental Impact Report/Environmental Assessment (DEIR/EA) and Recirculated Partial DEIR/EA.

Caltrans is the lead agency under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA).

The environmental document is available for viewing and download on the project webpage: www.dot.ca.gov/d4/101managedlanes/.

Depending on the availability of funding, construction of the estimated $519 million project is anticipated to start Spring of 2019.

RIO VISTA – Caltrans is alerting motorists that repairs have been completed and the Rio Vista Bridge on State Route 12 is now open for use to motorists and maritime traffic.

This caused major delays for commercial shipping, recreational boaters and motorists. Caltrans sent the damaged motor gear box to a manufacturer to expedite repairs.

Testing of the Rio Vista bridge is complete and operational status has been returned to normal for ship and vehicular travel. Repairs and refurbishing of some of the bridge components are still ongoing, but traffic will not be affected by this work.

Caltrans wishes to thank our partners, contractor Golden State Bridge and Steward Machine Company, along with our external stakeholders, specifically the U.S. Coast Guard, for a successful and expeditious response to this emergency project.

Caltrans Accelerates Repairs on SR 85 in Santa Clara County Due to SB 1 Funds September 5, 2018

State of California • Department of Transportation

FOR IMMEDIATE RELEASE

Caltrans Accelerates Repairs on State Route 85 in Santa Clara County
Due to SB 1 Funds
Pavement Project Will Improve Nearly 17 Lane Miles Providing a Safer & Smoother Commute for Motorists

SANTA CLARA — Caltrans continues repair work on nearly 17 lane miles of State Route 85 from U.S. Highway 101, in the city of San Jose to Winfield Boulevard in Santa Clara County, due to the funds from Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017.

“SB 1 continues to make road improvements possible throughout the state,” Caltrans Director Laurie Berman said. “This is especially important for the Silicon Valley, where the roads have been battered by decades of explosive population growth.”

More than 150,000 motorists per day use this stretch of State Route 85, including Silicon Valley commuters, Bay Area tourists, and local traffic. The high volume of vehicles causes significant wear and tear on the pavement.

“State Route 85 is a vitally important route through the Silicon Valley,” said Caltrans District 4 Director Tony Tavares. “In many ways, the economic health of the Silicon Valley relies on a healthy State Route 85. This project will bring immediate
long-term repairs that will provide a safer and smoother road surface for both the residents
and businesses.”

This $5.4 million pavement project has been awarded to Granite Construction. Work began in late July to replace damaged pavement, fill potholes, and complete long-lasting repairs to restore the roadway and improve traffic safety. Motorists are encouraged to plan ahead, use alternate routes, and Be Work Zone Alert.

The work will be done at night, and will require multiple lane closures. Drivers should expect delays and allow for extra travel time. Work schedule is subject to change due to traffic incidents, weather, availability of equipment and/or materials, and other construction-related issues. More information and updates on projects can be found at http://www.dot.ca.gov/d4/projects or on Twitter via @CaltransDist4.

SB 1 provides an ongoing funding increase of approximately $1.8 billion annually for the maintenance and rehabilitation of the state highway system. SB 1 funds will enable Caltrans to fix more than 17,000 lane miles of pavement, 500 bridges and 55,000 culverts by 2027.

Caltrans is committed to conducting its business in a fully transparent manner and detailing its progress to the public. For complete details on SB 1, visit http://www.rebuildingca.ca.gov/.

Old Bay Bridge Demolition Concludes, Remaining Piers Repurposed for Public Access- Saturday, September 8, 2018

State of California • Department of Transportation

NEWS RELEASE

FOR IMMEDIATE RELEASE

Old Bay Bridge Demolition Concludes, Remaining Piers
Repurposed for Public Access

OAKLAND — On September 8, Caltrans will implode two marine foundations of the original San Francisco-Oakland Bay Bridge east span. This final implosion event will culminate Caltrans’ removal of the marine foundations of the old Bay Bridge and will mark the end of the demolition of the original east span.

The removal of two additional piers is the next step toward repurposing four remaining marine foundations for public access improvements. One pier along Yerba Buena Island will be converted into an observation platform and 140-foot long boardwalk. Three others on the Oakland shoreline will serve as the foundation for a 600-foot long boardwalk.

“Once again, Caltrans has developed an innovative project that will convert a segment of existing infrastructure into a public asset,” said Caltrans Director Laurie Berman. “The overlook and promenade will provide visitors with an up close appreciation of the bay.”

Caltrans designed the implosion process to have the smallest impact on the environment. As with the previous implosions, the team will conduct environmental monitoring before, during and after each previous blast to evaluate any impacts to water quality, marine mammals, fish, and birds. All implosions were scheduled during the months of September through November, when the least number of fish and marine mammals are in the area.

Caltrans continues to work with the California Highway Patrol (CHP), the U.S. Coast Guard, and local law enforcement agencies to ensure the public safety of motorists, boaters, bicyclists, and pedestrians. CHP will initiate traffic rolling closures lasting up to 30 minutes on Interstate 80 eastbound and westbound approaching the Bay Bridge on the day of the implosion.

As part of the site safety preparations, the Bay Bridge Bike Pedestrian Path will be closed from Wednesday through Saturday morning. It will reopen shortly after the implosion is complete.
