U.S. 101 Construction by the Russian River in Healdsburg

Healdsburg, Sonoma County – Next week Caltrans will have night closures of northbound and southbound U.S. Route 101 in Healdsburg at the Russian River Bridge. The full freeway closures are necessary to complete drainage work for a project near the Russian River. The highway will be closed between the northbound Grant Avenue off-ramp and the south end of the Russian River Bridge.

• Northbound and southbound U.S. Route 101 will be closed Tuesday night, May 31, Wednesday night, June 1, and Thursday night, June 2.

o One northbound lane and one southbound lane will be closed from 8 p.m. to 5 a.m.

o All northbound and southbound lanes on U.S. Route 101 will be closed from 11 p.m. to 4 a.m.

o Northbound U.S. Route 101 Detour: Take the northbound off-ramp to Grant Avenue. Continue across Old Redwood Highway and return to northbound U.S. Route 101.

o Southbound U.S. Route 101 Detour: Take the southbound off-ramp to Grant Avenue. Continue across Old Redwood Highway and return to southbound U.S. Route 101.

If this work is delayed due to weather conditions, it will be rescheduled for a later time. Please drive cautiously through the construction zone, leave a safe traveling distance between your vehicle and the vehicle ahead of you, and Slow for the Cone Zone.

State Route 13 Storm Damage Repair Project at Moraga Avenue Ramp
Project Update

Oakland, Calif. – Caltrans will begin construction work May 30th on the Storm Damage Repair Project on State Route 13 (SR-13) at Moraga Avenue, Alameda County. The project is located east of the on ramp shoulder of northbound SR-13 (NB SR-13). The purpose of the project is to repair the slope and prevent further slide damage to the hillside. The project includes constructing earth retaining structures with a replanting project to follow construction.

Construction hours generally will be weekdays 6:30 AM to 4:00 PM. Occasional night and weekend work may be necessary to complete construction activity.

Closure of the on ramp to SR-13 NB at Moraga Avenue may be necessary. Detour signs will be in place to redirect motorists towards alternate routes. Construction vehicle traffic may be experienced in and near the construction area and Fernwood Drive.

Nighttime Lane/Ramp Closures Scheduled for Interstate 80 (I-80) Carquinez Bridge
May 26 through June 3

Crockett/Vallejo, Calif. – Caltrans is conducting work for a project to resurface Interstate 80 (I-80) across the Carquinez and Zampa Bridges between Crockett in Contra Costa County and Vallejo in Solano County.

The following closures will impact I-80 eastbound and westbound across the Carquinez and Zampa Bridges nightly:

• I-80 EB and WB will have lane reductions from Thursday May 26 at 8:00 PM until Friday May 27 at 5:00 AM.

• I-80 EB and WB will have lane reductions from Tuesday May 31 through Friday June 3 from 8:00 PM until 5:00 AM the following day.

• The on ramp to I-80 eastbound at Pomona Street in Crockett may be closed intermittently for the same time periods. Motorists will detour to Cummings Skyway.

State Route 12 Closed-Solano County-Fatal Crash May 26

Westbound and Eastbound State Route 12
Between Suisun City and Rio Vista Closed
Due to Fatal Crash
No Estimated Time of Reopening

SOLANO COUNTY – Westbound and Eastbound State Route 12 (SR-12) in Solano County between Suisun City and Rio Vista remains closed following a fatal crash involving a big-rig and a SUV. The crash occurred near SR-12 and Shiloh Road just east of Fairfield.

As of 11:45 AM, there is no estimated time of reopening. CHP is continuing its crash investigation.

Traffic is being detoured onto local county roads. Watch for detour notifications.

Caltrans has also activated its changeable message signs (CMS) in the area warning motorists of the highway closure.

Drivers should expect delays and if possible take alternate routes.

Old Green Valley Road Overcrossing Demolition
Full Overnight Highway Closures-TWO WEEKS
Starts First Week of June 2016

SOLANO COUNTY – The California Department of Transportation (Caltrans) and its project partner the Solano Transportation Authority (STA) will begin work to remove the old Green Valley Road overcrossing above eastbound and westbound Interstate-80 (I-80) in Fairfield as part of the I-80/I-680/SR-12 Interchange Project.

The old overcrossing was replaced by the new Green Valley Road/I-80 overcrossing which recently opened to limited northbound and southbound traffic. Demolition of the old overcrossing is tentatively scheduled to start Monday, June 6.

Eastbound I-80 and Southbound I-680 Ramp Closures-Two Days-June 6 and 7
To ensure worker and public safety during the demolition of the old overcrossing, the eastbound I-80 onramp from Green Valley Road and the southbound I-680 connector from eastbound I-80 will be closed Monday, June 6 and Tuesday, June 7 starting each night at 10:00 PM until 4:00 AM the following mornings. Motorists should follow the detour signs.

Eastbound I-80 Full Overnight Highway Closure-Starts June 8 until June 13
Starting Wednesday, June 8 until Monday, June 13, full overnight closures are scheduled on eastbound I-80 at the Green Valley Road exit. Eastbound I-80 closures are tentatively scheduled 11:00 PM until 5:00 AM the following mornings. Motorists will be detoured onto an adjacent I-80 connector road at I-80 and Green Valley Road and back onto eastbound I-80 near the Suisun Valley Road exit.

Westbound I-80 Full Overnight Highway Closure-Starts June 19 until June 24
Overnight closures on westbound I-80 are tentatively scheduled starting Sunday, June 19 until Friday, June 24 starting at 11:00PM each night until 5:00 AM the following mornings. Detours will be in effect.

This stage of work is part of Package 1 of the I-80/I-680/SR-12 Interchange Project. Package 1 constructs a new Green Valley Road above I-80 and a new elevated connector bridge from westbound I-80 to westbound SR-12. Construction started spring 2014 and is scheduled to be completed in late 2016. All work is weather permitting.

Additional Work
Motorists are advised to allow for extra time, watch for temporary detours and always drive with caution through the construction zone.

Businesses and residents near the construction zone may encounter noise related to the demolition of the old overcrossing.

Caltrans will provide additional information regarding specific detours and closure times as soon as information becomes available.

GREEN VALLEY ROAD-FAIRFIELD/INTERSTATE-80 OVERCROSSING
Ramps Reopened Ahead of Schedule
Watch for New Approach Lane Configurations

SOLANO COUNTY – The California Department of Transportation (Caltrans) and its project partner the Solano Transportation Authority (STA) have reopened all the on and off-ramps at eastbound Interstate-80 (I-80) and Green Valley Road in the City of Fairfield in Solano County ahead of schedule.

The Green Valley Road off-ramp from eastbound I-80, the onramp from Green Valley Road onto eastbound I-80 and southbound I-680 were reopened at approximately 6:18 AM Monday, May 23.
The closure allowed crews to complete construction of a permanent roadway connection from the eastbound I-80 Green Valley Road off-ramp to the new Green Valley Road overcrossing above eastbound and westbound I-80. This is a major milestone in the construction of Package 1 of the I-80/I-680/SR-12 Interchange Project.

**Motorists are advised to drive with caution and watch for new traffic lanes and temporary traffic signal lights near the intersection of Green Valley Road and Business Center Drive.

**Starting Monday-May 23
New Lane Configuration on approaches to new Green Valley Road/I-80 Overcrossing
Starting Monday May 23, motorists are advised to watch for new lane configurations on southbound Green Valley Road and westbound Business Center Drive near the Green Valley Road/Business Center Drive intersection.

Southbound Green Valley Road
Motorists are advised that the existing middle traffic lane on southbound Green Valley Road just north of Business Center Drive will be closed until fall 2016. Two existing traffic lanes will remain open on southbound Green Valley Road.

Eastbound Business Center Drive
The existing far left lane of westbound Business Center Drive just east of Green Valley Road will be closed until fall 2016. Motorists traveling from eastbound Business Center Drive to southbound Green Valley Road will make their left turn from one of two remaining traffic lanes on eastbound Business Center Drive.

Project Benefits
With the completion of this weekend’s work, motorists are now able to exit eastbound I-80 at Green Valley Road again, and for the first time travel northbound and southbound on the new Green Valley Road overcrossing above I-80. The new overcrossing also includes new northbound and southbound traffic lanes, a new sidewalk, and a new bicycle lane.

Additional Work to Come
Motorists should expect delays through the construction zone, watch for temporary traffic lanes, temporary traffic signal lights and heavy equipment as additional project work continues.

Crews will now also begin permanently shifting all traffic onto the new Green Valley Road/I-80 overcrossing, demolishing the old Green Valley Road/I-80 overcrossing, and later this year begin shifting traffic on westbound I-80 in preparation of the completion of the new connector structure from westbound I-80 to westbound State Route 12 (SR-12).

As part of the work, starting Friday, May 20, crews will begin constructing the permanent roadway connection from the eastbound I-80 Green Valley Road off-ramp to the new Green Valley Road overcrossing.

EB I-80 Green Valley Road Offramp & Onramp-3-Day Closure
For worker and public safety, the Green Valley Road offramp from eastbound I-80, the onramp from Green Valley Road onto eastbound I-80 and southbound I-680 will be closed for three days. Closure starts Friday, May 20 at 10:00 PM until Monday, May 23 at 2:00 PM.

During the off-ramp closure, motorists traveling to Green Valley Road from eastbound I-80 are advised to exit eastbound I-80 at either the Red Top Road or Suisun Valley Road exits.




Eastbound I-80 Green Valley Road Offramp-3 Day Closure

• Detour-To Green Valley Road via Red Top Road
Motorists traveling to Green Valley Road via Red Top Road should exit eastbound I-80 at Red Top Road, then eastbound on Red Top Road, then northbound on Lopes Road, then continue on Lopes Road across the overcrossing until it becomes Green Valley Road.

• Detour-To Green Valley Road via Suisun Valley Road
Motorists traveling to Green Valley Road via Suisun Valley Road should exit eastbound I-80 at Suisun Valley Road, then westbound on Pittman Road, then northbound across the
I-80/Suisun Valley Road overcrossing, and westbound on Business Center Drive for about a 1/2 mile until reaching Green Valley Road.

Eastbound I-80/Southbound I-680 Green Valley Road Onramp-3-Day Closure
During the work, the Eastbound I-80 onramp and I-680 onramp from Green Valley Road will also be closed. Closure starts Friday, May 20 at 10:00 PM until Monday, May 23 at 2:00 PM.

• Detour-From Southbound Green Valley Road to Southbound I-680 Onramp
Motorists traveling from southbound Green Valley Road to southbound I-680 are advised to travel southbound on Green Valley Road, continue on southbound Lopes Road, then eastbound on Gold Hill Road and enter southbound I-680 from Gold Hill Road.

• Detour-From Northbound Green Valley Road to Southbound I-680 Onramp
Motorists traveling from northbound Green Valley Road to southbound I-680 are advised to make a U-turn at Business Center Drive, then southbound on Green Valley road, continue on southbound Lopes Road, then eastbound on Gold Hill Road and enter southbound I-680 from Gold Hill Road.

• Detour-From Southbound Green Valley Road to Eastbound I-80 onramp
Motorists traveling from southbound Green Valley road to eastbound I-80 are advised to travel southbound on Green Valley Road, then westbound on Red Top Road and enter eastbound I-80 from Red Top Road.

• Detour-From Northbound Green Valley Road to Eastbound I-80 onramp

State Route 29-Channelization Project-Napa County
Updates Starting Sunday, May 22

NAPA COUNTY – Caltrans and its local stakeholders are continuing construction of the State Route 29 (SR-29) Channelization Project in and near St. Helena in Napa County.
Below is the week-ahead project update for the week of May 22 and May 22.

WEEK STARTING MAY 22, 2016
Storm drain installation between Inglewood Avenue and Lewelling Lane in the southbound shoulder. Work will stop just south of Hall Winery.

Hours of work are 7:00 AM to 5:00 PM, Mon-Fri. Southbound shoulder work will occur behind portable delineators or traffic cones. No daytime lane closures are scheduled. Slower traffic is anticipated due to the ingress and egress of heavy equipment and off-haul trucks into and out of the work zone. Full access to driveways will be maintained.

Night Work
• Hot mix asphalt (HMA) paving between Dowdell Lane and Charter Oak Avenue in the northbound shoulder– Monday & Tuesday Nights
• Roadway re-striping between Dowdell Lane and Charter Oak Avenue behind k-rail to prepare for a future traffic shift – Wed & Thur Nights
• Concrete Media shift btwn Dowdell Lane & Charter Oak Ave to close sb shoulder for widening

Hours of work are 7:00 PM to 6:00 AM, Mon-Thur. (No Friday work due to the Memorial Day Holiday). Northbound shoulder HMA paving will take place behind k-rail. Re-striping operations will be behind k-rail with partial re-striping within the current northbound lane. One-way traffic control will be used. Delays of up to 5 minutes are anticipated. Driveway access to and Mills Lane will be limited while these areas are paved.


WEEK STARTING MAY 29, 2016

No work this week. Project is suspended for Wine Auction Week.

ADDITIONAL NOTES AND UPDATES TO THE PROJECT TEAM:
• As stated above, all construction work during Wine Auction Week has been suspended. Skeleton crews will be available for maintenance of existing traffic delineation.
• Full driveway access to the businesses btwn Vidovich & Grayson. Access will be available through entrances and exits along county roads.
• No work is scheduled near Whitehall Lane
• Charter Oak Crosswalk flashing beacon will be out-of-service starting on May 19 as we pave through this area. Portable Changeable Message Signs will be changed to say: “CROSSWALK AHEAD” | “WATCH FOR PEDS”.

Motorists traveling from southbound Green Valley road to eastbound I-80 are advised to travel southbound on Green Valley Road, then westbound on Red Top Road and enter eastbound I-80 from Red Top Road.


• Detour-From Northbound Green Valley Road to Eastbound I-80 onramp
Motorists traveling from northbound Green Valley Road to eastbound I-80 are advised to travel from Green Valley Road to eastbound Business Center Drive, southbound on Suisun Valley road, continued onto the overcrossing onto Pittman road, and enter eastbound I-80 from Pittman Road.


Motorists should expect delays and watch for detour signs and flaggers. The CHP will assist with traffic controls. All work is weather permitting.

Project Benefits
Once this stage of work is complete, motorists will be able to exit eastbound I-80 at Green Valley Road again, and for the first time travel northbound and southbound on the new Green Valley Road overcrossing above I-80. The new overcrossing will include new northbound and southbound traffic lanes, a new sidewalk, and a new bicycle lane.

Crockett/Vallejo, Calif. – Caltrans is conducting work for a project to resurface Interstate 80 (I-80) across the Carquinez and Zampa Bridges between Crockett in Contra Costa County and Vallejo in Solano County.

The following closures will impact I-80 eastbound and westbound across the Carquinez and Zampa Bridges nightly:

• I-80 EB and WB will have lane reductions from Thursday May 12 at 8:00 PM until Friday May 13 at 5:00 AM.

Caltrans Energizer Station in Oakland Fuels Bicyclists on Bike to Work Day

Oakland, Alameda County – With a three-hour session featuring free muffins and coffee to bicyclists, Caltrans District 4 marked its fourth year hosting an Energizer Station as a way of participating in Bike To Work Day. Nearly 400 bicyclists passed the orange-canopied booth at the corner of Grand Avenue and Valdez Street this morning. Many stopped to share in the celebration, receiving promotional messenger bags filled with informational flyers, patch kits, and granola bars. Among the bicyclists enjoying the camaraderie, were the dozens of Caltrans employees who bike to work regularly throughout the year.


Caltrans D4 also staffed an information table in Frank Ogawa Plaza, drawing hundreds of other multi-modal cycling enthusiasts. Caltrans participated in the festivities at Frank Ogawa Plaza along with partners such as the City of Oakland, Bike East Bay, BART and Alameda County Transportation Commission (ACTC).

Caltrans is an active supporter of “May is Bike Month”, urging employees to log their bike miles during this month. During Bike Month 2015, Caltrans District 4 had the second-highest number of miles logged by employees at a Bay Area business, coming in second only to Apple. Prior to Bike Month 2016, Caltrans employees received focused training at a workshop on bicycle safety and security.

Caltrans District 4 Director Bijan Sartipi said, “We are glad to see more transportation projects in our cities and rural areas that incorporate multi-modal transportation, including bicycle and pedestrian paths. Bike to Work Day is a great example that shows that biking is a viable option for some daily commutes,” says Caltrans District Director Bijan Sartipi.

Caltrans District 4 anticipates completing the 22nd annual Bike Month with a record number of employee miles logged, putting the agency in contention once again for top alternative-transportation bragging rights among area employers.

SOLANO COUNTY – The California Department of Transportation (Caltrans) has activated its Changeable Message Signs (CMS) signs on Interstate-80 (I-80) in Solano County advising motorists of a controlled burn near the westbound I-80 Milk Farm Road/State Route 113 (SR-113) exit in Dixon.

Although the controlled burn will not require any lane or ramp closures on I-80, motorists may encounter smoke from the nearby controlled burn.
Local fire departments are involved in coordinating the controlled burn of an abandoned building.

The controlled burn is scheduled to occur May 13 starting at 2:00 PM and be completed at approximately 5:00 PM.

Oakland, Calif. – Caltrans is conducting overnight work to resurface State Route 13 (SR-13) in Alameda County. One lane will remain open to southbound traffic throughout the nighttime closures. Residents in the area may notice construction noise and odor during the times of construction.

Lane reductions will be in effect on SR-13 southbound from State Route 24 to Interstate 580 during the following hours:

Real McCoy II Ferry Closed For Overnight Maintenance
Starting Thursday, May 12 at 10:00 PM

SOLANO COUNTY– The California Department of Transportation (Caltrans) will temporarily suspend service of the Real McCoy II Ferry to perform overnight maintenance.

The Real McCoy II is scheduled to be closed Thursday, May 12 at 10:00 PM until the morning of Friday, May 13 at 4:00 AM. All work is weather permitting.
The Real McCoy II also known as the Cache Slough Ferry, provides regular service on State Route 84 between Ryer Island and the city of Rio Vista in Solano County.

The delta region ferry normally runs scheduled crossings every 20 minutes, on the hour, 20 minutes after the hour, and 40 minutes after the hour.

Real McCoy II Ferry Detour
During Thursday’s overnight service interruption of the Real McCoy Ferry, motorists are advised to use the J-Mack Ferry on State Route 220 or the Miner Slough Bridge on State Route 84 to travel overnight between Ryer Island and neighboring communities in Sacramento and Solano counties.

Oakland, Calif. – Caltrans is conducting overnight maintenance work to power-wash eastbound State Route 24 in Bore 2 of the Caldecott Tunnel, reducing the number of east bound lanes from four lanes to two lanes through the Tunnel for the period of the closure. Work hours are scheduled for:

• From Tuesday May 10 at 10:00 PM until Wednesday May 11 at 4:30 AM.

• From Wednesday May 11 at 10:00 PM until Thursday May 12 at 4:30 AM.

State Route 12 Laguna de Santa Rosa Project
Road Closure and Traffic Shift to New Bridge Rescheduled for Friday Night, May 13

SONOMA COUNTY – On Friday night, May 13, Caltrans will close State Route 12 at the Laguna de Santa Rosa Bridge in order to shift traffic to the first half of the new bridge. During this work, residents may notice increased noise from construction and mandatory backup alarms.

• SR 12 at the Laguna de Santa Rosa Bridge will be closed Friday night, May 13, at 10 p.m. and reopen on Saturday morning, May 14, at 7 a.m.
• SR 12 between Morris Street and Llano Road will only be open to local traffic.
• During the full highway closure, Village Park residents will not be permitted to freely enter the highway. Flaggers will control access, and residents should expect delays.

Detour for eastbound SR 12 traffic: Go northbound on Petaluma Avenue, left on McKinley Street, right on North Main Street, left on Route 116/Healdsburg Avenue, right on eastbound Occidental Road, right on southbound Fulton Road, and return to SR 12.

Detour for westbound SR 12 traffic: turn right on Fulton Road, left on Occidental Road, left on SR 116 (North Gravenstein Highway), right on North Main Street, and return to SR 12.

If work is delayed due to weather conditions, it will be rescheduled. Please drive cautiously through the construction zone, leave a safe traveling distance between your vehicle and the vehicle ahead of you, and Slow for the Cone Zone.

SOLANO COUNTY – Caltrans continues major pavement repair of seven miles of westbound and eastbound Interstate-780 (I-780) between Benicia and Vallejo in Solano County. Project will be completed as early as summer 2016. Work is weather permitting.

Although no full highway closures are scheduled, motorists may experience delays as crews work on I-780 with intermittent, overnight, alternating ramp and lane closures.

The following ramps and connectors will be closed intermittently starting at 8:00 PM until 5:00 AM the next morning Friday-Friday May 6 until May 13. Crews will alternate ramp closures. No two consecutive ramps will be closed at the same time. Detour signs will be posted. Caltrans will make additional announcements for work beyond May 13.

• Roadway excavation and subgrade compaction between Dowdell Lane and Charter Oak Avenue in the northbound shoulder
• Conduit and pole foundation installation for the Grayson Intersection Signal
• Storm drain installation between Stice Lane and Dowdell Lane in the southbound shoulder

Hours of work are 7:00 AM to 5:00 PM, Monday-Friday. Northbound shoulder work primarily behind temporary railing (k-rail). Southbound shoulder work behind portable delineators or traffic cones. No daytime lane closures scheduled. Slower traffic anticipated due to use of heavy equipment. No night work scheduled.

State Route 84-Miner Slough Bridge-Routine Inspection
Full Bridge Closure

SOLANO COUNTY– The California Department of Transportation (Caltrans) will perform a routine inspection of the State Route 84 (SR-84) Miner Slough Bridge in Solano County. The bridge is located on Ryer Island in the Delta between Rio Vista and Sacramento County.

To ensure public and worker safety during the inspection, a full bridge closure is scheduled to go into effect starting Tuesday, May 3 at 8:30 AM until 2:30 PM the same day.

During the bridge closure, motorists heading onto or off of Ryer Island will need to use either the Real McCoy Ferry on State Route 84 or the J-Mack Ferry on State Route 220.

Boaters should contact the U.S Coast Guard ahead of time to schedule any waterway crossings under the bridge. Crossings must be approved ahead of time.
