Public Meeting Notice : Niles Canyon Open House

Niles Canyon Open House

Beginning in February 2014, the California Department of Transportation (Caltrans) will be circulating a Notice of Preparation (NOP) for the Alameda Creek Bridge Replacement Project's Enviromental Impact Report (EIR).   

The NOP is circulated to all public agencies, including federal agencies, that have responsibility for funding and/or approving the project, state agencies that have jurisdiction by law over natural resources affected by the project, and to the State Clearinghouse, the branch of the Governor's Office of Planning and Research that coordinates the state-level review of California Environmental Quality Act (CEQA) documents.

The NOP begins a consultative process to determine the proper scope of the proposed EIR. "Scoping" can be helpful to identify the range of actions, alternatives, mitigation measures, and potential significant effects that should be analyzed in the EIR.

Caltrans is offering individuals and organizations that are not part of the mandated NOP circulation the opportunity to be involved in this identification process.  Caltrans will be offering two ways in which to participate. If you wish to be part of the formal circulation and 30-day review of the NOP, please file a signed, written request by mailing it to: Melanie Brent, Deputy District Director, Caltrans District 4, P.O. Box 23660, Oakland, CA 94623.  If you would like to attend an open-house meeting at which Caltrans will present the proposed project-design alternatives and provide the opportunity to provide input on the scope of the EIR, please come to one of the following:

Sunol – February 25th. 7:00-9:00 PM, Sunol Glen School, 11601 Main Street, Sunol.
Niles – March 4th, 7:00-9:00 PM, Niles Elementary School, 37141 Second Street, Fremont.
                                                                                                                                   
Once the EIR is made public, the comment period on the document itself will begin.  The date for this will be announced later this year. 

The project addresses the operational deficiencies of the existing Alameda Creek Bridge (also called the Richmond Bridge) over Alameda Creek in Niles Canyon in the City of Fremont.  Deficiencies include:  barrier rail that does not meet current standards for crash-worthiness or for snag resistance; absence of shoulders which can affect roadside safety by providing a refuge for vehicles and non-motorized traffic; and curves that limit sight distance.  Given the existing bridge’s structural limitations, all build alternatives proposed by Caltrans assume that the existing bridge will be demolished and a new one constructed.

Petaluma, Sonoma County – Demolition continues for the northbound U.S. 101 bridge over State Route 116/Lakeville Highway. Caltrans is scheduling night work over State Route 116 from Monday night, February 10 through Wednesday night, February 12.  Due to traffic on SR 116, the roadway will be closed and the demolition will take place at night. Residents may notice increased noise during this construction activity.

Monday night, Tuesday night,  Wednesday night, February 10 - 12
  • Eastbound SR 116 will be closed from 10 p.m. to 5 a.m.
  • Westbound SR 116 will be closed from 10 p.m. to 5 a.m.


Detour: Traffic may detour to Caulfield Lane and S. McDowell Boulevard.

If this work is delayed due to weather conditions, it will be rescheduled for a later time. Please drive cautiously through the construction zone and leave a safe traveling distance between your vehicle and the vehicle ahead of you.  Please remember to Slow for the Cone Zone. The California Highway Patrol will be on site during these closures.

SOLANO COUNTY – The California Department of Transportation (Caltrans) will continue to suspend service of the Real McCoy II Ferry to perform emergency mechanical repairs to the boat’s propulsion system.
The extent of repairs has made it necessary to extend the service interruption.
Crews are working diligently to return the Real McCoy to service as soon as possible. Caltrans will notify the public once additional details are available.   
Real McCoy Background
The Real McCoy II, also known as the Cache Slough Ferry, provides regular service on State Route 84 between Ryer Island and the city of Rio Vista in Solano County.
The delta region ferry normally runs scheduled crossings every 20 minutes, on the hour, 20 minutes after the hour, and 40 minutes after the hour.

During the service interruption, motorists are advised to use Highway 160 and the           J-Mack Ferry along Highway 220.

Eastbound State Route 37 to Westbound I-80 Overnight Connector Closure Ramp Metering Work

SOLANO COUNTY–The California Department of Transportation (Caltrans) will move safety barriers and install metering-signage poles as installation of ramp meters at the eastbound Interstate-80 and westbound I-80 interchange in Vallejo continues. The work is part of the I-80 Solano Ramp Metering Project.

To ensure worker and public safety during the work, the eastbound State Route 37 connector to westbound I-80 will be closed overnight starting Monday, February 3rd
at 9 p.m. until 5 a.m. on Tuesday, February 4th. Motorists should allow for extra time. All work is weather permitting.

During the overnight connector closure, motorists are advised to continue on eastbound 37, enter eastbound I-80, then continue on eastbound I-80, exit American Canyon Road, then re-enter westbound I-80 from American Canyon Road.

80 Solano Ramp Metering Project
Caltrans started construction of the I-80 Solano Ramp Metering Project in April 2012. Since then, crews have widened ramps, installed metering lights, and begun connecting closed circuit TV cameras at approximately 60 sites along 25-miles of eastbound and westbound I-80 from Vallejo to Vacaville.  

Caltrans, MTC and STA worked with the communities along the corridor to develop an operational plan for managing traffic on I-80.  Metering lights on I-80 in Fairfield are scheduled to be activated on February 18th. Metering lights in Vallejo and Vacaville will be activated at a later date.

San Mateo County – The California Department of Transportation (Caltrans) has scheduled the following lane closures for the week of February 3, 2014, through February 9, 2014 as part of the Route 82 (El Camino Real) Smart Corridor project.

Caltrans crews will install an Intelligent Transportation System (ITS) system that provides traffic management tools to manage traffic on local streets and State Route 82. Improvements include, a fiber optic communication system, interconnection of local and State traffic signals, trailblazer signs, message signs, vehicle detection systems and fixed cameras. This system will run from the City of San Bruno to Redwood City.

Partners include: (C/CAG) City and County of Associated Governments of San Mateo County, US Department of Transportation-Federal Highway Administration (FHWA), and the following Cities, San Bruno, Millbrae, Burlingame, San Mateo, Belmont, San Carlos and Redwood City.

Construction is expected to be completed in October, 2014. (Weather Permitting)

Overnight Closures Coming Up on Highway 160 for Work on Three Mile Slough Bridge

SACRAMENTO COUNTY – The California Department of Transportation (Caltrans) is advising motorists to expect nearly two months of overnight closures on State Highway 160 between Rio Vista and Antioch starting in early February.

The closure is required for a $2.98 million bridge deck and control house rehabilitation project at Three Mile Slough Bridge. Starting Monday, February 3, and continuing for up to 55 days, the highway will be closed from 8 p.m. to 5 a.m. at Wilbur Avenue, south of the Antioch Toll Bridge, and at the junction with State Highway 12.

Roadside message boards will be used to alert motorists of the closures and signed detours will be in place, but some commuters may need to drive as much as an additional 80 miles, or about two extra hours, to reach their destination.

In the meantime, motorists can expect one-way traffic control at Three Mile Slough Bridge from 9 a.m. to 3 p.m. Monday through Thursday for scheduled bridge work.
